The railway station area is a comprehensive transportation hub of the city,which has the characteristics of large passenger flow,large land area,multiple departments,complex systems,etc.Public emergencies caused by various natural factors and force majeure will have a great impact on local public management and the city image.Therefore,the emergency management of public emergencies in the railway station areas is the key for public management departments to reduce social property losses and improve management capabilities.However,the "one case and three systems" system of emergency management in China is not perfect,the legal system of emergency management is difficult to deal with complex and changeable emergencies,the intervention boundary of the emergency management system in practical application is not clear,the emergency management mechanism cannot fully meet the requirements of the times,and the actual operability of the emergency management plan is poor.The ability of "one case and three systems" of emergency management in railway station areas in China needs to be further improved.This paper takes the "one case and three systems" of emergency management in railway station area as the research object,selects the Tianjin railway station area as the empirical research object,establishes the "one case and three systems" evaluation index system of emergency management in Tianjin railway station area on the basis of the principle of index selection,and uses the evaluation method of combining AHP and fuzzy comprehensive evaluation to evaluate the empirical research object,which is innovative in the research perspective.First of all,it combs and summarizes the situation of "one case and three systems" of emergency management in China,selects the research method of this paper,and determines the research framework.Secondly,define the relevant concepts of "one case and three systems" for railway station area and emergency management,and propose the connotation and research object of "one case and three systems" for emergency management in railway station area based on the regional coordinated governance theory and emergency management life cycle theory.Thirdly,the empirical research object,namely the overview of Tianjin Railway Station area,the construction of "one case and three systems" of emergency management and the problems were analyzed,and the indicators of emergency management system,emergency management mechanism,emergency management legal system and emergency management plan were screened out,and the evaluation system of "one case and three systems" of emergency management in Tianjin Railway Station area was constructed.Through empirical analysis of Tianjin Railway Station area,the final evaluation results are obtained.At present,the overall level of "one case and three systems" of emergency management in Tianjin Railway Station area is "general",including "good" in emergency management system,and "general" in emergency management mechanism,emergency management legal system,and emergency management plan.Finally,according to the empirical evaluation results,the paper from the emergency management system and emergency management mechanism,emergency management legal system,emergency management plan,force majeure four aspects,the paper puts forward specific countermeasures and suggestions for the emergency management in Tianjin Railway Station area.
