Accurate Service Of The Minimum Living Insurance Object Under The Feasible Ability

Eradicating poverty is almost an eternal theme faced by mankind.Since China’s reform and opening up,economic and social development,The standard of living of the people has improved greatly.However,owing to our vast territory,large population and uneven and inadequate social development,poverty will continue in some areas and individual families for a long time to come.Therefore,accurate knowledge of poverty,targeted poverty alleviation will still be our next period of major work.Based on the feasibility theory of Amartya Sen,this paper analyzes the minimum living security system in Dongyang City,Zhejiang Province,and selects two towns with outstanding minimum living security situation and certain differences,and adopts questionnaire survey and on-the-spot visit to their relevant staff and insured personnel to collect,sort out and Through comparison and analysis,we can find out the problems of accurate identification and service of the minimum living security objects in Dongyang City,put forward our own opinions and suggestions pertinently,establish the minimum living security evaluation system,use some indexes that are difficult to participate in and can be quantified to characterize the degree of family poverty,so as to achieve accurate identification and service of the minimum living security objects,achieve the goal of "the minimum living security should be guaranteed",and effectively guarantee the basic life of the poor people.This paper is divided into six parts: the first part is the introduction,including the research background,significance,research status at home and abroad,research content and research methods.It mainly expounds the necessity and importance of studying the precise service of the minimum living standard guarantee object from the perspective of feasible ability,and the important significance for Dongyang City,etc.;the second part is the definition of relevant concepts and policy system,mainly to further elaborate the relevant concepts and an interpretation of the policy system of the minimum living standard guarantee in Dongyang City;the third part is the identification of the minimum living standardguarantee object and the investigation of the current service situation in Dongyang City-taking two townships as examples,this paper expounds the specific implementation of the basic living insurance in two representative townships in Dongyang City from multiple perspectives;the fourth part is the problems and analysis of the accuracy of the basic living insurance objects in Dongyang City,mainly aiming at the current situation of the investigation and analyzing the problems and causes;the fifth part is the countermeasures to improve the accuracy of the basic living insurance objects from the perspective of feasible ability,mainly aiming at the previous chapter The fifth part is the conclusion,which makes a brief review of the whole paper.
