Study On Corss-department Management Mechanism Of Property Involved In Taizhou Public Security Orangs

With the rapid development of social legalization,property involved in the case,as an objective evidence to prove the fact of criminal acts and the seriousness of crimes,has an important value revealed in criminal and administrative proceedings.Meanwhile,it provides a strong and advantageous basis for court judgment.However,many problems still existing in the involved property management,such as,the transfer of goods not free between government departments,involved lost evidence,material evidence stained probative value decreased,the property value to improper safekeeping by the loss,a large number of material evidence accumulation is unable to deal with.Even due to the loss of material evidence,the public security could not find out the true criminal facts and the court could not convict and measure the punishment,which severely restricted the normal operation of judicial proceedings and administrative law enforcement.Now,the property involved incross-departmental management has been explored by the public security organs of Taizhou,which can effectively solve the above problems,improve the level of goods management between judicial departments and government agencies,maximize the saving of judicial resources,and facilitate the handling of cases by law enforcement police.It is a more scientific,efficient and convenient management method.Therefore,it is of great practicalsignificance to discuss the construction of the mechanism of cross-departmental management center for public security,procuratorial,court,judicial and other departments to solve the difficult problems in the management of property involved.This paper introduces the purpose and significance of the study,and combs the research status at home and abroad after reading the relevant literature.At the same time,the core concept of the subject in the research process of the thesis is analyzed.Based on the theoretical perspective of holistic governance,this paper analyzes the problems existing in the current property management by means of literature analysis and case analysis,introduces the main practices and advantages of the cross-departmental management mechanism of Taizhou public security organs,puts forward the personal opinions of public-private integration,and looks forward to the application of cross-departmental management model in the future.The relevant research results can provide useful reference for other political-legal departments and government agencies in other parts of the country on the way of property management.
