Study Of Inter-departmental Cooperation Mechanism In Single Window In Perspective Of Holistic Governance

Single Window of international trade is an important measure of international trade facilitation.After introducing the concept of single window,this paper makes a theoretical analysis on the cross-departmental cooperation mechanism of Single Window.It points out that Single Window is a new type of administrative organization,which has the advantages of reducing the cost,reducing the burden of enterprises and government,improving the efficiency of government and international trade customs clearance efficiency,etc.and that it can be regarded as an electronic version of the administrative service center.The cross-departmental cooperation mechanism of single window is of great significance to the sustainable development of China's economy,integration into the global economic environment and deepening the reform of government administration system.China's Single Window started its pilot in 2014 in China(Shanghai)Free Trade Pilot Zone.By the end of 2016,its three-year work program of construction has been completed.The deepened construction program of 2017 to 2020 was proposed in early 2017.It is necessary to study on Single Window at this time and in such a situation.From the perspective of the holistic governance,Single Window is the carrier of holistic government composed of multiple government departments.It breaks the original "fragmentization" joint-supervision of government departments on international trade chain,such as customs,inspection and quarantine,industry and commerce,taxation,quality supervision,business sector,foreign exchange management,and so on.It simplifies the customs clearance procedures for traders.It takes the overall quality and efficiency of the government as the ultimate goal.Therefore,the effective way of enhancing the effectiveness of Single Window is to perfect Single Window cross-departmental cooperation mechanism.This paper takes Single Window of Shanghai Free Trade Zone as an example,and evaluates the current situation and the dilemma of cross-departmental cooperation in Single Window through the method of case study and interview.It points out that the cross-departmental cooperation mechanism in Single Window is now in lack of scope and depth,of mutual trust,of cooperation,of evaluation and is far from customer satisfaction.From the perspective of the overall governance,it proposes a long-term promotion mechanism,a solid trust mechanism,an effective coordination mechanism,a customer-oriented feedback mechanism and a perfect incentive mechanism for the perfect of the cross-departmental cooperation mechanism in Single Window Shanghai Free Trade Zone.
