Research On The Optimization Of Shanghai’s Talent Settlement Policy Under The Background Of Strict Population Control

As an international metropolis,Shanghai’s economic and social development needs to introduce a large number of talents.However,in order to strictly control the rapid growth of population,the household registration threshold has blocked many talents from the door of Shanghai.In order to properly solve the contradiction between the urgent need to introduce a large number of talents and the need to strictly control the rapid growth of the population,Shanghai began to explore the reform of the household registration system of talent introduction in the early 1990 s.Over the past 20 years,the reform of Shanghai’s household registration system for talent introduction has achieved remarkable results and accumulated a lot of experience,which to a certain extent alleviated the problem of talent shortage in Shanghai’s economic and social development.However,in the face of the pressure of strictly controlling the total population,many problems have been found in the implementation of Shanghai’s talent settlement policy.If these problems cannot be properly solved,the introduction of talents will be hindered,and the economic and social development of Shanghai will be affected.Therefore,it is urgent to find,analyze and deal with these problems in time.Based on the topic of "Research on the optimization of Shanghai’s talent settlement policy in the context of strict population control",focusing on the improvement and promotion of talent settlement policy,this paper introduces the background of the topic and the significance of the research.On the basis of combing the research status at home and abroad,it introduces the relevant concepts and theoretical basis in the research process of the paper,and then comprehensively uses the literature analysis method,induction analysis method and comparative analysis method This paper analyzes the process of the reform of the household registration system for the introduction of talents in Shanghai for more than 20 years,summarizes the innovative experience of the national household registration system reform,such as the effective "residence permit system","residence permit transfer policy" and "residence permit integral settlement policy",and finds that there are such policies as "some naturalization regulations are unreasonable","human" This paper analyzes the objective and subjective causes of the problems from the aspects of the external pressure faced by the Shanghai municipal government,the concept of policy makers and the attitude of policy executors.On this basis,it discusses the methods to solve the problems and puts forward "to provide more humanization" Some policy optimization suggestions,such as bidding service,making more flexible and reasonable settlement points policy,increasing talent ability points weight and adding moral points weight,gradually reducing the gold content of household registration,and trying out inter regional household registration exchange,are proposed.Some innovative suggestions can be used for reference in the formulation and implementation of new policies for talent settlement in Shanghai and other mega cities(5-10 million permanent residents)and mega cities(more than 10 million permanent residents).
