Research On The Function Optimization Of Fengtai District Community Residents Committee Of Beijing

As a grass-roots mass autonomous organization and a dispatched basic unit of the government in China,despite several times of evolution,the urban Community Residents Committee has played an important role and played an important role in social governance since the founding of the People’s Republic of China.Since the reform and opening up,China’s society and economy have been developing rap idly,and urbanization has been developing rapidly.Urban housing also increases gradually wi th the development of population and economy.Therefore,a large number of grass-roots man agement service organizations,such as property management enterprises and owners’ committ ees,have emerged,and community governance bodies have shown a trend of diversification.The pluralistic changes of social governance make the functions of community neighborhood committees present new characteristics and trends to some extent.As a relatively official chan nel connecting local government and community residents,most community neighborhood co mmittees have some problems in their practice of autonomy and administration,and are facin g some difficulties.This article tries to reveal the function change course of community neighborhood comm ittee.From the perspective of Fengtai district neighborhood committee,this paper analyzes th e development and transformation process of neighborhood committee functions.On the basis of management function theory and community development theory,this paper conducts an a ctual investigation and analysis of the current situation of Beijing neighborhood committee an d its functional positioning.I found that the the community neighborhood committee in this ar ea has such problems as serious administration,weak autonomy authority and poor internal or ganization and coordination of the community.This paper discusses the countermeasures and Suggestions for the optimization of neighborhood committee functions in the new era by refer ring to the problems of imperfect laws,weak sense of residents’ participation,and dislocation of government functions.
