Practical Study On The Participation Of Urban Community Residents In Discussion And Consultation

With the in-depth development of economy and politics,social contradictions are becoming more and more complicated,and the traditional means of governance have been unable to meet the people’s growing needs for a better life.Therefore,it is necessary to accelerate the transformation of the system of social governance and the modernization of social governance capacity.Community,as the most basic unit of social governance at the grassroots level,is a profound reflection of the implementation of social governance system at the grassroots level.With the release of more and more policy documents on strengthening urban and rural community consultation,urban community consultation provides an important way for community-level social governance.Promoting the institutionalization and standardization of urban community consultation,enriching the theme of community consultation,expanding the path of community consultation,absorbing the orderly participation of multiple subjects in community consultation,and strengthening the positive interaction of multiple subjects have become the important contents of the construction of community consultation governance system.Beijing X area actively responded to an appeal by the policies and documentation requirements,in-depth implementation of the central and Beijing file spirit,to strengthen democracy at the grassroots level negotiation as an important way to grass-roots social management,combining the reality of grass-roots community development needs development normal consultation work,and based on the practice of fully explore and refine work method,provide valuable experience for our country community governance.This study from the perspective of social governance,X area community of Beijing as an example,using in-depth interview method of participatory observation,through in-depth interviews community workers and social workers,organize related process materials,obtaining firsthand material,from the X area the development of the community the negotiation power of practice,the specific process and results of the negotiations three aspects,summarizing practical experience,and some Suggestions for the problems in the practice process.Study found that the X area community consultation work,in the specification the process,the construction of community on the long-term mechanism of the obtained certain achievements,but the community consultation is still insufficient internal impetus driving,participants ability is limited,and fruitful implementation does not reach the designated position,so in view of the city community consultation encountered difficulties and challenges in the process of practice,this research from three aspects: policy,idea and practice put forward related Suggestions.
