Research On Corrective Behavior Of Grass-roots Government In Poverty Alleviation Policy Implementation

The grass-roots government is at the juncture of the state and the grass-roots society,and this structural position determines that it is an important subject of policy implementation.Research on the policy implementation behavior of grass-roots governments is not only conducive to further consideration of the structural difficulties and paradoxes in the policy implementation,but also can provide practical reference for optimizing the government governance system and the modernization of governance capacity.This paper uses the research method of combining system analysis and process analysis,based on field interviews and literature data,and selects village g in p county as a case study to study the corrective behavior of grass-roots government in the implementation of precise poverty alleviation policies.When the overall poverty alleviation policy encounters partial failure in the implementation process and cannot effectively stimulate the initiative of some poor people to get rid of poverty so as to realize the optimal allocation of resources,the grass-roots government of p county appropriately corrects the failure in the early stage of policy implementation and gives a warning to suspend assistance or substantially suspends some assistance measures to some poor households by "Xie Bang".However,why did the corrective actions implemented by the grass-roots government show a new round of failure in the end,and what is the political logic behind it?This study found that the motivation and operation logic of the local grass-roots government’s corrective behavior in the implementation of the precise poverty alleviation policy lie in:multiple interest incentives,reaching a common goal with the higher-level government,adapting to grass-roots community ethics to obtain "legitimacy".Further analysis of the underlying mechanism of grassroots government corrective failure in the implementation of poverty alleviation policies,in which rigid poverty alleviation pressure leads to obvious tension in grassroots government corrective behavior,thus presenting a state of discontinuity and atrophy.The restriction of local ethics on the target group restricts the validity of corrective behavior of the grass-roots government.However,the deeper mechanism lies in that the corrective actions of the grass-roots government have broken through the established limits of the scope of correction,and in the process of correction,"Xie Bang" is used as a corrective technology to force some uncooperative poor households to obey,which deviates from the value orientation of the service-oriented government,thus highlighting its ability and behavior failure.
