A Study On The Tension Of Grassroots Government In The Implementation Of Precise Poverty Alleviation Policies

recise poverty alleviation is an important element in building a well-off society and a modern socialist country,and it is also a bottom-line task in compreh ensively promoting rural revitalization and striving for a common wealthy society i n the new era.As a major theoretical and practical innovation in the field of povert y reduction in China,what tensions are encountered by the grassroots government,which is an important subject of policy implementation,in the process of impleme nting precise poverty alleviation policies? And how will they act? Such studies are still lacking,therefore,it is of great theoretical and practical significance to study t he tensions of grassroots government in the implementation of precise poverty alle viation policies.This thesis takes the precision poverty alleviation work in S town as the resear ch object,and selects Smith’s policy implementation process model through literat ure analysis,field research,and case interviews to analyze in depth the causes of te nsions in the process of precision poverty alleviation,their specific presentation,an d the strategic actions of the grassroots government.This study finds that the tensio n between the idealization of policy goals and the low adaptability of landing at the grassroots level leads the grassroots government to choose additional implementat ion and alternative implementation.The tension between the pressure of unlimited responsibility of the grassroots government and its limited capacity will lead the gr assroots government to choose intensive control and adaptive response.The tensio n between the low flexibility of policy supply and the complexity of target audienc e’s demand will make grassroots governments choose mechanical implementation and passive implementation.The tension between strong control and weak guarant ee of the implementation environment will make grassroots governments choose e xcessive traceability and digital formalism.The strategic action of deviations in gra ssroots government implementation deviates from the concept of precise poverty al leviation policy and affects the effectiveness of policy implementation.To enhance the effectiveness of grassroots government policy implementatio n,this thesis constructs a treatment path aiming at tension prevention,tension redu ction,tension guidance,and tension mitigation based on the tension scenarios behi nd strategic actions of grassroots government.Namely,to enhance the adaptability of idealized policies and improve the communication mechanism of grassroots gov ernment in the process of policy formulation and implementation;to improve the c omprehensive ability of grassroots government and grassroots cadres;to improve t he scientific and cultural quality of the people and establish a differentiated policy supply system;and to optimize the assessment mechanism and improve the level o f technological empowerment.This study argues that the case of precise poverty alleviation in S town provid es a good microscopic research scenario for studying the tension in policy impleme ntation of grassroots government,and the conclusions drawn have certain inspirati onal and reference significance,but the problem of tension in policy implementatio n will be presented differently in different policy environments,and the mechanism of tension generation still has quite a lot to be studied,how to deeply explore the i nstitutional environmental factors of tension existence,objectively understand the t ension in Further theoretical excavation and practical research are needed to deeply explore the institutional environment in which tensions exist,to objectively unders tand the role of tensions in different conditions and environments,and to establish a dynamic mechanism for handling tensions in the whole process.
