Research On Policy Implementation Behavior Of Grassroots Poverty Alleviation Cadres

Since 2013,the targeted poverty alleviation work has been carried out in an orderly manner across the country,and significant results have been achieved nationwide.However,in the implementation of the poverty reduction policy,some deviations still occurred.As the terminal of national poverty governance,all poverty alleviation policies must be implemented in the village.In China's unique bureaucratic poverty governance action system,grassroots poverty alleviation cadres are located at the end of pressured bureaucracy and become grassroots poverty reduction Actual performers.As front-line poverty alleviation workers,they have direct face-to-face contact and interaction with policy objects in the process of policy implementation.Their policy implementation behaviors will affect the effectiveness of China's poverty reduction work.This article takes the practice process of precision poverty alleviation in M township in the deeply impoverished area of Leibo County as an example,analyzes and studies the policy implementation behaviors of grassroots poverty alleviation cadres in the process of precision poverty alleviation in this township,analyzes the effectiveness of policy implementation and deviations in policy implementation,and explores policy implementation The reasons behind the deviations,and put forward countermeasures and suggestions to improve the effectiveness of policy implementation in response to the problem of policy implementation deviations,and generally try to put forward an explanatory framework for the implementation of the policies for grassroots poverty alleviation cadres.Based on the theoretical perspectives of principal-agent and action and structure,this article selects the practice process of precision poverty alleviation policy in M Township,Liangshan Prefecture,Sichuan Province as a case,and attempts to show the behavior of grassroots poverty alleviation cadres in the implementation of the precision poverty alleviation policy.Analyze the different impacts of these actions,and explain logically the deviation behaviors of grassroots pro-poor cadres in the process of policy implementation,and finally make suggestions for improving the effectiveness of policy implementation.Specifically,the article is divided into the following sections:The introduction of the first part mainly introduces the research background,research purpose,research significance,domestic and foreign research trends,research methods,research difficulties,case selection and research ideas.The second part is the core concept and theoretical basis.The core concept part defines the four concepts of "precision poverty alleviation","basic poverty alleviation cadres","policy implementation",and "stress system",and then describes actions and structure,and principal-agent These two theoretical perspectives,starting from these two theoretical perspectives,explain the multiple logics of policy implementation deviations of grassroots poverty alleviation cadres.The third part mainly describes the implementation of targeted poverty alleviation in M Township,including the rural conditions of M Township,the composition of the poverty alleviation cadres in M Township,and the practice and effectiveness of the targeted poverty alleviation policy in M Township.The fourth part mainly describes the deviation behaviors and adverse effects of the poverty alleviation cadres in the township M in the implementation of the precision poverty alleviation policy.The fifth part mainly explains the deviations of grassroots poverty alleviation cadres in the process of policy implementation from three aspects,including stress-type system,local logic,and individual factors.The sixth part puts forward countermeasures and suggestions to improve the effectiveness of the policy implementation of grassroots poverty alleviation cadres.The first is to improve the construction of grassroots poverty alleviation policies and systems,the second is to improve the execution of grassroots poverty alleviation cadres,and the third is to optimize the environment for policy implementation.
