Empirical Study Of Effectiveness And Influencing Factors Of Proposals Submitted By CPPCC Members Of Hubei Committee Of Jiu San Society

Proposal is an important way for the CPPCC to perform its functions.The Jiu San Society is one of the eight democratic parties in China and a constituent unit of the CPPCC,which plays a very important role in the CPPCC.Studying the proposals of the Jiu San Society has great significance for promoting the scientific performance of the CPPCC and accelerating the country’s economic and social development.The research uses document analysis and interview research methods.Through the analysis of 414 CPPCC proposals submitted by the Hubei Provincial Committee of the Jiu San Society and the CPPCC members of the Jiu San Society of Hubei Province since 2013 to 2018,it is known that the number of proposals of the Jiu San Society does not match their effectiveness,and it is necessary and possible to improve the work of proposal.Through individual interviews,the outstanding problems in the practice of participating in the administration and discussion of state affairs for the Hubei Provincial Committee of the Jiu San Society are known.To this end,the study proposes that the factors of the proposal itself and the factors of the proposer are the main factors affecting the effectiveness of the proposal,and advances the relevant assumptions of the independent variable(main factor)and the dependent variable(effectiveness).Firstly,the thesis carefully analyzes the data of the proposals of the Hubei Provincial Committee of the Jiu San Society in the past 6 years,and produces the code book and the survey questionnaire to complete the text coding.Secondly,a relatively complete data information is formed.Finally,by the use of SPSS software,the quantitative analysis method is used to empirically analyze the influencing factors of the effectiveness of the proposals,that is,based on the data description,correlation and multiple regression analysis are carried out.The research results show that among the four sub-factors of the proposal,the quality of the proposal,the number of the handling units etc.are positively related to the effectiveness of the proposal.Among the three sub-factors of proposers,the influence of the proposer,the number of signatures of the proposal,and the enthusiasm of the proposers are positively related to the effectiveness of the proposal.The results of the study responded and supported the previous assumptions.Based on the results of the empirical analysis,combined with the actual situation of the Hubei Provincial Committee of the Jiu San Society,suggestions are put forward to enhance the effectiveness of the proposals and improve the proposal work of the Jiu San Society.For example,focuses should be put on the provincial-level collective proposals of the Jiu San Society,CPPCC members of Jiu San Society should play the key role,proposals should be broad-ranging as well as fitting the party’s characteristics and professions,the public decision-making stage should be considered when submitting the proposals,etc.Through the analysis of the proposals of the Jiu San Society,The purpose of the study is to provide references for the Jiu San Society to participate in the administration and discussion of state affairs,and to provide references for the Democratic Parties to perform their duties.
