Study On The Implementation Status And Countermeasures Of Civil Aid Policy In Targeted Poverty Alleviation Work

In 2012,the 18 th national congress of the communist party of China(CPC)was held,and China set the goal of lifting the rural poor out of poverty by 2020 under the current standards and removing all the poverty-stricken counties from the poverty line.Since 2015,with the implementation of various poverty alleviation measures,China’s achievements in poverty alleviation have attracted worldwide attention.Civil administration relief system is an important measure in the national targeted poverty alleviation strategy.Civil relief belongs to social relief,which refers to the partial relief policies implemented by civil affairs departments according to social relief policies,including subsistence allowances for urban and rural residents,five guarantees for rural residents,medical assistance and temporary relief work.Therefore,this paper mainly studies the important role of civil affairs relief policy in targeted poverty alleviation.What civil administration succor pays attention to is the life succor of the most bottom line of impoverished households,pay attention to maintain the existence of impoverished households;Poverty alleviation and development,on the other hand,pay attention to long-term development and enhance the internal driving force of poverty alleviation so as to achieve long-term poverty alleviation effect.The two complement and promote each other.The year 2020 is the final year of targeted poverty alleviation work.The complexity and difficulty of rural poverty require us to integrate various poverty alleviation policies and bring into play the combined role of institutions to solve the problem of rural poverty.In view of the previous situation,due to differences in policy concepts,policy objects,evaluation criteria and management mechanism,civil affairs relief policies and targeted poverty alleviation policies have been fighting on their own for a long time,and lack of integration and coordination has led to many repetitive and passive targeted poverty alleviation work.In the context of targeted poverty alleviation,how to play the role of civil aid policy in targeted poverty alleviation has become an important theoretical research topic.This paper aims to civil administration relief policy for a long time in the accurate implementation of poverty alleviation work to carry out empirical research,find out the accurate poverty alleviation civil relief in the work of the implementation approach,results and some existing prominent problems,and then analysis the reason and puts forward the corresponding policy recommendations,in order to improve the accurate basic strategy for poverty alleviation,long-acting mechanism to provide reference for the establishment of rural anti-poverty,in rural areas give full play to the functions of out poverty alleviation safeguard civil relief policy to provide the reference.According to the investigation and research,the civil affairs relief system has the following problems in the targeted poverty alleviation work: first,it is difficult to identify the target of relief;second,the relief method is simple,which is to treat the symptoms of poverty alleviation rather than the root cause;third,the local finance is under great pressure due to the huge demand for relief funds.The main reasons are as follows: 1.The poor rural population has a weak quality foundation;2.The information sharing mechanism is not sound;3.The subjective factors of the participants have a great influence;4.Based on empirical research,this paper puts forward the following Suggestions: one is the innovation relief object recognition method,the second is to increase policy propaganda,guide people to set up correct concept,the third is to plan as a whole social forces,to diversify relief way,four is to plan as a whole financial fund,alleviate the pressure of the local,five is poverty relief policy innovation,form a long-term mechanism.
