Research On The Promotion Of Poverty Alleviation For Women Engaged In Handicraft In Gansu Province Under The Back Ground Of Precise Poverty Alleviation

Since the 18 th National Congress of the Communist Party of China(CPC),the Central Committee of the CPC with Xi Jinping as its core has placed poverty alleviation in an important position of governing the country and has made series of major deployments and thoughtful arrangements,thus achieved remarkable results.However,as one of the provinces with the heaviest task and most difficulties in poverty alleviation,Gansu Province needs to persist in making efforts targeted in poverty alleviation with stronger,more targeted and more effective measures.Since 2015,the Women’s Federation of Gansu Province has been engaged in developing women knitting industry through organizing women in poor areas to master the skills of hand weaving to realize flexible employment and income growth.It was as a new measure to help poor woman escape poverty according to arrangements for poverty alleviation,such as "1236" and "1+17",made by Gansu provincial government.However,there are still many problems in the process of actual work so that the role of the work on women’s poverty alleviation named "Clever Hands in Gansu" has not yet been completely played in rural revitalization.This paper sorted out research on the development of poor women at home and abroad in the first place,then explained the concepts of "Targeted Poverty Reduction","Clever Hands in Gansu" and "Poverty Alleviation",and expounded the theory of "Collaborative Governance" and the "Multiple Logical Analysis Framework".Then,the author introduced the background and current situation of the work on women’s poverty alleviation named "Clever Hands in Gansu" and affirmed its achievements.Meanwhile,some problems were still existing,such as low enthusiasm for employment of the poor women,insufficient policy support and public investment,lack of the industrial competitiveness,and defective mechanism for consolidating achievements.From the perspective of collaborative governance,the main reasons for the above problems are insufficient function of multiple subjects,deficiency of innovation-driven development,unreasonable distribution of resource elements,and diversified interest demands of participants.Finally,from the aspects of giving full play to the role of multiple subjects,promoting the innovative development of handymen in poverty alleviation,and perfecting the security mechanism of coordinated poverty alleviation,this paper put forward the promotion paths for the poverty alleviation work of "Clever Hands in Gansu".It is hoped that it could provide beneficial help for sustainable and healthy development of the handyman poverty alleviation project.
