Research On The Improving Of The Party Organizational Capability Of The No.2 Community On Chongqing Road In Luoyang City

The report delivered at the 19th National Congress of the Communist Party of China clearly points out that the building of primary-level Party organizations will focus on improving their organizational capability and give priority to their political functions,which is a new requirement presented against the new historical background to solve the problem that some primary-level Party organizations are weak,ineffective,and marginalized.The 4.61 million primary-level Party organizations distributed in all walks of life in China are the most solid foundation for the organizational system of the Party,in which primary-level Party organizations in urban communities are an important part.It is a new topic of strengthening primary-level Party organizations in theory and practice to study how to improve the organizational capability of primary-level Party organizations in urban communities.With the improvement of the organizational capability of primary-level Party organizations as a research object,this paper conducted a case study of the No.2 Community on Chongqing Road in Luoyang,to discuss the improvement of the organizational capability of primary-level Party organizations in urban communities.Through academic research on improving the organizational capability of primary-level Party organizations and such organizations in urban communities,the organizational capability of primary-level Party organizations in urban communities was interpreted as a comprehensive capability of such organizations to actively play their due roles and unite massive Party members and the people to jointly fulfill targets and tasks.Moreover,the major content of improving the organizational capability of primary-level Party organizations in urban communities was discussed deeply in terms of strengthening political functions on the premise of Party building,improving service functions with political functions as the “soul”,and guiding the improvement of the ability and level of community governance by focusing on the people.Treatises of writers of Marxism classics and theories of successive leaders of the Communist Party of China on the building of primary-level Party organizations provide a theoretical basis for research on the improvement of the organizational capability of primary-level Party organizations in urban communities.Through a field survey of the status quo of the Party organization of No.2 Community on Chongqing Road in Luoyang improving its organizational capability,its experience in improving its organizational capability was summarized in the aspects of attaching importance to organizational optimization,enhancing service performances and leading primary-level governance by Party building.Besides,an analysis was conducted on its difficulties in internal structure,capability of resource integration and infrastructure support and underlying causes,and suggestions were presented for further improvement,including strengthening the team building of primary-level Party organizations in communities,further improving the effect of integration and consolidating the foundation of Party building.By combining theory and practice,this paper can provide specific suggestions for the better development of the No.2 Community on Chongqing Road,as well as concrete practical references for similar primary-level Party organizations in urban communities to improve their organizational capability.
