Research On The Improvement Of The Organizational Capability Of Primary-Level Party Organizations In Colleges And Universities

The report of the Nineteenth National Congress of the Communist Party of China believes that the “Party leading” and “Party building” are equally important,pointing out that there still exist a lot of weaknesses in some parts of the Party building.The 19th National Congress has adjusted the “Innovative primary-level Party construction work” reported by the 18th National Congress into “Strengthening primary-level Party organizations”,and emphasized “we will focus on improving the organizational capability” to build the primary-level Party organization into a strong fighting fortress,which makes the improvement of the organizational capability into a new research topic.Primary-level Party organizations in colleges and universities are an important part of the Party’s grassroots organizational system,which naturally have become an important organization guarantee for implementing this strategy.Therefore,the improvement of the organizational capability of primary-level Party organizations in colleges and universities is one of the important contents of strengthening the Party’ s construction.This research starts from “organization”,the root of “the organizational capability of primary-level Party organizations in colleges and universities”,and is deepened step by step to explain the logical starting point of improving the organizational capability of primary-level Party organizations in colleges and universities,the concept group of the organization and organizational capability with the model of “organization— organizational capability” “primary-level Party organizations— the organizational capability of primary-level Party organization” “primary-level Party organizations in colleges and universities— the organizational capability of primary-level Party organizations in colleges and universities”.Based on the different provisions of the main responsibilities of various levels of primary-level Party organizations in colleges and universities which is stated in“Regulations on the Work of Basic-level Organizations in Ordinary Colleges and Universities of the Communist Party of China” newly revised in 2021,the scientific connotation of the organizational capability of primary-level Party organizations in colleges and universities is defined and divided into the control-capability of the Party committee,the executive capability of the department and the combat capability of the Party branch.In the meanwhile its characters are stated,including its direction,regularity,integrity,order,application and effectiveness.The primary-level Party organization system in colleges and universities are analyzed longitudinally,focusing on the problems and specific causes of three different levels in school-level Party committee,college(department)-level Party organization,faculty Party branch and student Party branch.Then some opinions and suggestions on the organizational capability that should be improved at each level are given,focusing on promoting the standardized construction of faculty and student Party branches.Based on the hierarchical characteristics of primary-level Party organizations in colleges and universities,this article analyzes the main problems and reasons for the improvement of organizational capability at each level: The members of the school’s Party committee are not sufficiently well-trained in their own politics,and they do not have a thorough understanding of the principal responsibility system under the leadership of the Party committee.In addition,the school’s Party committee ignores the cultivation of the faculty’s ability to work in the Party and government.The imperfection of the Party-government meeting system and the inadequate development of the organization and life of the colleges and departments,the lacking guidance of the work of the teacher and student Party branch,and the deficient construction of talents and systems have all affected the execution of the college(department)level Party organizations;insufficient efforts to educate,manage and supervise party members of teachers and students,and insufficient capability to mobilize,propagate,gather and serve the masses both contribute to weak combat capability of the faculty Party branches and student Party branches.Finally,in view of the problems and reasons at each level,the corresponding countermeasures and suggestions are put forward.The improvement of the organizational strength of primary Party organizations in colleges and universities must adhere to the principles of system and stratification,strictly follow the requirements and instructions of the Party’s internal regulations and related documents,combine the improvement of organizational strength with the characteristic center work of each college,and adhere to the socialist values entering teaching materials,the classroom,and the mind.Strengthen political learning,standardize political discipline,promote political culture,and improve the organizational strength of primary Party organizations in colleges and universities as a whole,and put the construction of enhancing their political functions through each level;adhere and improve the “principal responsibility system under the leadership of the Party committee”,correct selection and employment guidance,and improve the team members to contact the grassroots system to advance the school’s Party committee enhances its control capability;carry out a serious and lively organizational life,strengthen the work guidance of the teacher-student branch,do a good job in the development of Party members,and promote the improvement of the executive capability of the school(department)Party organization;focus on three aspects as impetus: positioning the work focus of the faculty and staff Party branches,highlighting the exemplary role of the student Party branches,and expanding the scope of work of the teacher and student Party branches,and enhance the intensity to educate,manage,and supervise party members;mobilize,publicize,gather,and serve the masses of teachers and students to the fullest extent,all the Party members,whether teachers or students should cooperate with average masses to comprehensively improve the combat effectiveness of the faculty and student Party branches.
