A Study On The Problems And Countermeasures Of Youth Left-behind Children Serving Rural Areas In Shaoguan City

With the rapid development of economy and the accelerating process of city,more and more rural migrant labor force leave their hometown to search for jobs in cities.so there is a certain number of left behind children in rural areas,especially in the northern areas of Shaoguan city in Guangdong province,where its economic conditions are relatively backward.This issue has aroused enough attention these years.In recent years,Shaoguan,whose relevant departments(including its cities and districts)has actively carried out a series of actions--caring for the protection of rural left-behind children.However,the management and protection of caring work only relies on the local government,the model is too simple and single,so the actual effect is not so obvious and evident.Honestly,they don't work well.As the organization of the advanced youth,the party's assistant and reserve forces,the organizational nature of the Communist Youth League has decided that the Communist Youth League needs to focus on the work of the party and government center and serve the overall situation so as to do well the responsibilities of youth work.On the basis of mass organization theory and new public service theory,use the literature analysis and induction to the Communist Youth League of Shaoguan rural left-behind children status survey research to analysis,summarizes the disadvantages and problems and puts forward the corresponding countermeasure,for Shaoguan city to actively participate in the work of Communist Youth League service left behind children to further improve the rural areas,to provide the necessary support for the theory of children's service system in rural areas,which has an important guiding significance to do the work of rural left-behind children of the Communist Youth League of Shaoguan better.This paper firstly defines and studies the basic concepts,connotation and characteristics of children left in rural areas of the Communist Youth League as well as to define the new public service theory,the status quo and problems of left behind children of the Communist Youth League of Shaoguan services in rural areas are expounded,and analysis of the Communist Youth League of Shaoguan in the service of rural left behind children actively play their own advantages in organization,achievement also,a certain extent make up for the lack of government functions.The thorough analysis in the basis of success,summed up the Communist Youth League of Shaoguan in the service of rural left behind children's shortcomings,mainly group organization has its own defects,work for the government,the dysfunctional "premium" role,and lack of school education docking platform is not smooth,care service effect of continuous weak and single source of funding the financing channels,such as the narrow issues.Finally,in the analysis of the factors of many deficiencies and problems,this paper puts forward the rural service organization of the Communist Youth League of Shaoguan City left-behind children strategies of the Communist Youth League of Shaoguan in the next step,by eliminating the institutional barriers,establish long-term working mechanism,to assist the government to play the Communist Youth League "supplement",and strengthen the work of school docking efforts and actively mobilize social forces to focus on rural left-behind children,and develop ideas,multiple channels to raise funds activity five ways to put forward countermeasures and suggestions.
