On The Problems And Countermeasures Of University Student Village Officials In Their Duties

With the deepening of reform and opening up,Chinese social development and construction has made good achievements,especially the rapid development of urban construction.However,the vast rural areas are lagging behind in economic development and spiritual civilization construction,there are many problems,such as the bottleneck of rural agricultural development,the ceiling of farmers’ income increase,the lack of power of rural development,and the gap between rural governance and urban governance.To this end,the Party Central Committee put forward the strategic goal of promoting the coordinated development of urban and rural areas as a whole,and issued a series of policies to strengthen agriculture and benefit agriculture,which realized the high yield and harvest of agriculture,the continuous growth of farmers’ income,and the stability and stability of rural society,and provided a solid foundation for the development of rural economy and society.However,the current trend of urban and rural development in China is still unbalanced,in which the lack of talents is an important factor affecting the slow development of rural areas.It is an important measure for the country to promote the construction of modern new rural areas,improve rural governance and promote the development of rural economy to recruit college graduates to work in rural areas.It has been more than ten years since it was implemented in 2008.The presence of a large number of College Students’ village officials has a positive impact on the political,economic,cultural,social and other aspects of the countryside.At the same time,the policy of college student village officials also relieves the employment pressure of millions of college graduates every year,and trains a group of grass-roots reserve cadres who have ideas,abilities,ability and willingness to work,providing strong organizational guarantee and human resources support for the overall construction of a higher level of well-off society.In this paper,based on the relevant academic theories in the field of public management,such as incentive theory and rural governance theory,and carefully studying the relevant research results of domestic and foreign experts and scholars on College Students’ village officials,taking Baoying County College Students’ village officials in Yangzhou City as a case study,using questionnaire survey and interview survey,from the perspective of duty performance,the process of duty performance of College Students’ village officials in Baoying County in Yangzhou city is studied This paper studies the gain and loss of the village officials,points out that there are four problems in the performance of the village officials,which are too short time,poor performance environment,insufficient performance ability and partial performance.It also sorts out and analyzes the causes of the problems.According to the existing problems and reasons,it puts forward four targeted and feasible countermeasures and suggestions:(1)optimize the University To establish a scientific supervision and assessment system and improve the work system of College Students’village officials;(2)to make the duties of College Students’ village officials independent,to form a stable salary guarantee system and to create a good performance environment;(3)to strengthen the school local cooperation training,to enhance the practicality of on-the-job training,and to improve the performance ability of College Students’ village officials;(4)to strictly carry out the annual assessment and enrich the examination The use of nuclear results enriches the types and values of honors and uses reasonable incentives.In order to provide some guidance and reference significance in the next step of the work of college student village officials,promote college student village officials to better perform their job responsibilities,and provide strong support for the sustainable and healthy development of rural economy and society.
