| The 19th National Congress of CPC outlined the grand prospects of the modernization of national defense and the military,and the reform of civilian staff system was emphasized in particular.The human resource of civilian staff in military schools constitutes an importance factor for the competitiveness and development of those schools.The quantity,quality and structure of those civilians bear directly on the prospects of schools and will impact on the overall quality of the military and comprehensive competitiveness of the country.Against the background of reforming for a stronger army,strengthening the performance management of civilian staff in military schools are important to enhancing quality and promoting the content-oriented development of the military higher education.At present,be it the quantity or quality,the civilian staff need to better meet the requirement of the country and time for the military higher education.It is necessary to step up the research of the development of civilian human resources,especially their performance management to tap into the potentials of civilians and realize the sound,rapid and sustained development of military higher education.The article refers to a wide spectrum of regulations and policies,chooses the military higher education as the subject of research and conducts the research based on the theories of public management and performance management in schools.It includes the field survey and research of military schools,and the methodology of questionnaires to acquire information about the current performance management of civilians before analyzing the problems in such management,which are as follows:inadequate knowledge,superficial mechanisms,unscientific indicator system,lack of effective feedback and communication,deficiency of the application of performance assessment,lack of matching regulations about performance assessment.The reasons for these problems are analyzed in the article,which includes insufficient understanding of the importance and roles of performance management,incomplete process of the management,ineffective working mechanisms.The article concludes with summarization of the lessons at home and abroad to propose innovative solutions,which are to enhance understanding about performance management,orient assessment towards the development strategy of military schools,build a sound indicator system,emphasize feedback and communication,leverage scientifically incentives,and improve supporting regulations for assessment.Meanwhile,the survey and research of this article can not only provide solutions to above-mentioned performance management after the reform,boosting innovation of human resource management and promoting realization of the strategic goals of military schools,but also serve as a reference for other military units confronted with similar problems in performance management. |
