The Generation Mechanism And Governance Strategy Of Pseudo-innovative Behavior In Grassroots Governance

China’s reform and opening up has entered the deep-water area.Higher level and higher quality opening-up put forward stricter requirements for the governance capacity and level of the state and government.In order to promote the modernization of the national governance system and governance capacity,China’s administrative system began a series of innovative exploration and practice.However,reform and innovation are not plain sailing.In grass-roots governance,the phenomenon of alienation of innovation behavior has become pseudo innovation,that is,the government behavior dressed in the cloak of innovation and deviated from the value goal.With the development of government innovation practice,pseudo innovation also occurs frequently,increasing the burden on grass-roots cadres and the public,without creating any actual effect,wasting huge financial and material resources,which has aroused widespread concern of the society.However,the academic community’s attention to the pseudo innovation of grass-roots governance only lies in the external performance types and the impact,but there is little research on its formation mechanism.On the basis of understanding and mastering the relevant theories of grass-roots governance and new institutionalism,by means of online collection of second-hand data and appointment interviews,this paper makes a coding and rooted research on the pseudo innovation cases abandoned by "Ping An Lianyuan" app in 2021,so as to make an in-depth theoretical analysis on the generation mechanism of pseudo innovation in grass-roots governance.Under the grass-roots contract awarding system,the grass-roots government is not only facing the formal institutional dilemma of unbalanced power and responsibility structure,but also constrained by the informal system of bureaucratic system culture.Guided by the motivation of public and private interests,it launched "innovation".At the same time,in this process,the grass-roots government will be affected by various mechanisms.On the one hand,the political pressure and competitive pressure from the top and the same level will form a pressure mechanism,which will continuously distort the innovation behavior.On the other hand,the control mechanism of the administrative system has consolidated the development of pseudo innovation.On the basis of the absence of social supervision,the implementation means of internal supervision deviate from the value goal and promote the generation of pseudo innovation.Under the joint action of various mechanisms,the "innovation" behavior of grass-roots government has become pseudo innovation.For the generation mechanism of pseudo innovation in grass-roots governance,we mainly deal with it from the following aspects: first,clarify the governance concept of serving the people and cut off the origin of pseudo innovation.Guided by public demand and efficiency,shape the value support of innovation;The second is to match responsibilities and rights to alleviate institutional pressure.Constantly improve the institutional structure of matching responsibilities and rights,dredge political pressure,standardize benign competition and cooperation among organizations,and stimulate innovation vitality;Third,improve the supervision mechanism,stabilize the innovative achievements,not only improve the construction of the assessment system,but also promote the standardized development of the external supervision mechanism;Fourth,improve the innovation mechanism and optimize the innovation strategy.Among them,improve the innovation fault-tolerant mechanism and stimulate the vitality of innovation subjects;Improve the mechanism of talent training and use;We will promote diversified coordination and optimize grass-roots governance innovation.
