Today,the trend of population aging around the whole world is becoming more and more serious,and the aging degree is also continually worsening.According to the data from China Population Outlook(2018),the scale and degree of the aging of the elderly population in China increased over 300 million in 2033.And It will reach the peak of 440 million in 2058.The population in our country has become an irreversible tendency.However,with the development of social economy,the Aging problem causes not just some negative problems,but It can also provide a lot of elderly human resources for the society.Over time,the older people have been building up some rich life experience,knowledge and skills.However,according to the deeply-rooted family endowment concept,the elderly have always been regarded as a vulnerable group in society,and they can only accept the social support and services passively,which Ignore the incentive and motivation of the elderly.in 2002 with the concept of ageing actively clearly putting forward by WHO,their traditional concepts about aging began to change in different countries.And they started to attach importance to the human resources of the elderly and respond to the aging population actively.In May 2016,during the 32nd collective study of the Political Bureau of the CPC Central Committee,General Secretary Xi Jinping put emphasis on that the whole society should focus on the aging of the population actively and take a positive view of the elderly as well as their lives.In the Outline of China’s 12th five-year plan for the development of undertakings for the aged,it is clearly pointed out that we should pay much attention to the important role of the elderly in the community services and we also should combine the development of human resources for the elderly with the construction and development of the community.In the current trend of aging population increased background,The most important issue in community construction is the construction and improvement of community elderly care service system.Mutual support for the aged is a new form of community pension,which is a supplement and innovation to the Community Endowment Security System in China.To a certain extent,it can make up for the existing problems in the home care of the community.Therefore,the combination of human resources development and mutual support for the elderly in the community can fully mobilize the human resources in the community.Therefore,the combination of human resources development and mutual support for the elderly in the community can fully mobilize the human resources in the community.On the basis that the elderly can make their retirement life rich and colourful,,achieve their self-worth and accomplish something during the process In their lives,we are supposed to perfect the construction of mutual aid pension system and realize the provision for old age at the same time.In this paper I take the development of human resources for the elderly in the mutual assistance pension system as the research object.Basing on the analysis of the possibility and necessity of developing human resources for the elderly in the community,I conducted a field survey on the development of elderly human resources" time bank"mutual pension system in the JL community in Wuhan,then analyzed and summarized the factors restricting the development of elderly human resources in the community,such as outdated ideas,insufficient funds,lack of policies,etc.Drawing lessons from the excellent practical experience at home and abroad,I come up with some targeted solutions from the perspective of concept,capability,environment and policy.The purpose of this paper is to explore the effective way to develop the human resources of the aged in the construction of the mutual assistance pension system.It is proposed that the human resources of the elderly in the community should be fully mobilized and integrated to participate in mutual assistance for the aged.While realizing the aging actively,we should promote the construction of mutual assistance pension system so as to improve the community pension service system.
