Research On Project Management Of Government Informatization In The Construction Of "Digital Fuzhou"

At present,global informatization has become an irresistible trend of development,and the degree of development of informatization is an important embodiment of a country or region’s comprehensive development strength.In recent years,Fuzhou has actively carried out the construction of digital city,especially the construction of government informatization project.The construction of "Digital Fuzhou" mainly includes three aspects:first,government informationization,including government basic network,public basic platform,basic database,e-government informationization application,data resource sharing,and so on;second,community informationization;third,enterprise informationization,that is,digital economy.Government informationization project.construction is the foundation and key point of "Digital Fuzhou" construction.In order to ensure the quality of project,it is necessary to manage and control the project work involved in the whole life cycle of the project from project establishment to completion.But at present,many government departments have not used modern projects in informationization project construction.Management concepts and methods,so project construction often fails to achieve the desired objectives,construction process will also encounter many problems.In order to do a good job in the management of government informationization projects in "Digital Fuzhou",Fuzhou Municipal People’s Government promulgated in 2005 the Interim Measures of Fuzhou Municipal People’s Government on the Management of Government-invested informationization projects(hereinafter referred to as "Management Measures").It clearly stipulates that the informationization construction projects of government departments must be reported to Fuzhou Digital Office first.Overall planning,auditing,and then submitted to the Digital Fuzhou Construction Leading Group for approval,and clearly defined the project from the declaration and approval,fund allocation,bidding project construction,supervision and acceptance to the results of the management process of the specific operating provisions.In this paper,the government information project management in the construction of "Digital Fuzhou" is taken as the research object.From the perspective of public management,the current situation and reasons of government information management are analyzed.The main problems are summarized as follows:insufficient attention to project management,lack of systematic and refined project planning,and lack of it.Lack of project management in the whole process,the fourth is the lack of effective project supervision,the fifth is the lack of scientific project performance management system.At the same time,the reasons of management organization,project demand and talent reserve are deeply analyzed.Finally,starting from the reform of organization and the construction of the whole process management mechanism of the project,some countermeasures and suggestions are put forward to improve the level of government information management project in "Digital Fuzhou".Firstly,it is necessary to improve government information project management.The second is to improve the system and mechanism of government informatization project management,the third is to formulate the development plan of government informatization project management,the fourth is to construct the whole process management mechanism based on informatization platform,the fifth is to strengthen the role of supervisor in government informatization project management,and the sixth is to improve the performance management mechanism of government informatization project.System.
