| Since the reform and opening up,many cities in our country have carried out a series of institutional innovations in the practice of community governance,basically forming a new pattern of "Party committee leadership,government responsibility,social coordination and public participation".It has initially realized the organic connection and benign interaction between public sector governance according to law and community residents’ autonomy according to law.However,in the face of the diversified development of community residents’ needs,the diversified interest groups are also constantly refining,and the difficulty of community governance is increasing day by day.The traditional community governance model needs to be improved so as to realize the modernization goal of community governance.From the traditional excessive reliance on administrative power,community governance has paid more and more attention to the cooperative relationship between multiple subjects,in which community party organizations always need to play a leading and central role,which is the goal of regionalized party building.It is also a guarantee to meet the needs of the community residents.19 th CPC National Congress’ s report always emphasizes the importance of party building.As a cell of society,the community is directly oriented to the residents.Therefore,the innovative solution to the community party building work has become a breakthrough in community governance.In recent years,the system design of the community party building special funds for the service of the people has been implemented in many cities in our country,and the actual needs of the residents have been effectively solved.While improving community governance,we should strengthen the work of community party building and improve the relationship betweenthe party and the masses.Of course,due to the lack of relevant theoretical research and the lack of experience in the operation of the policy,there are still many deficiencies in the system design.This paper first discusses the background,operation mode and innovation of the special fund for the community party building to serve the people,based on the related concepts,and based on the theory of governance,new public service,institutional changes and the relationship between the Party and the masses.Taking the S community of Suzhou as an example,this paper explores the problems and causes of the operation of the policy by means of empirical research,and draws lessons from the practice of the community foundation,and proposes to broaden the sources of funds,strengthen the operational autonomy,and improve the management mode.It is necessary to construct the cooperative relationship of multiple subjects,cultivate the community autonomous organizations,and improve the supervision and evaluation mechanism. |
