| In China in constitution law,the legislative law "and" law on regional national autonomy "are clearly gives the autonomous prefecture of autonomous decree or special decree of legislative power,changes" the legislative law "in 2015,autonomous prefecture as well as city divided into districts for the limited legislative power of the local regulations.But then,practice and two problems,one is how to negotiate two legislative form jointly boost the economic construction and development of national autonomous areas,because the autonomous prefecture on the choice of legislative forms likely tend to process more simple local rules and regulations of the legislation and forced the autonomous authority have long been false;2 it is autonomous legislative approval procedures exist,such as the approval period is not clear,approved the participation main body’s mad,approved by the exercise of such problems as poor communication program in the process of negotiation.How to solve these two problems,or there will be two possible ways: one is to reform the system of autonomous legislation of approval from the second is to expand the main body of the legislative power.Approval as an aspect of the legislative power,legislative power of approval from at least two forms,autonomous legislation based on the study of autonomous prefecture autonomous legislative approval from problem,approval must be placed in autonomous legislative power to study here,so reform approval,approval from system enriched and developed from the autonomous legislative power,regulate autonomous legislative approval from the participation of the main body,perfect the procedure of autonomous legislation approval from deadline specification,rich autonomous legislative approval from examination and approval standards and as a result,for the implementation of the specification approval from aging and relief way,let grow "teeth" autonomous laws and regulations,in the hope of autonomous regulations in autonomous legislation. |
