As the21th century comes, along with the overall transformation of national andarmy construction, new requirements for the structure and the way of personnelplacement of military force have been put forward. Meanwhile, with the rapid andthoroughgoing development of the reform of national personnel system, thepromulgation of various codes and systems, and the great conversion of traditionalmodel of personnel placement as well, enterprise has established the all-round laborcontract system, and institution has fully enforced the system of appointment as well asthe post management. On June.23th2005, the PLA Civilian Staff Provision’ waspromulgated by State Council and Central Military Commission, which provides thepost management for civilian staffs with reliable policy basis. The purpose of setting upthis system is to strike to achieve conversions from unit-basis personnel placement tobond-basis personnel placement, from identity management to post management andfrom pure executive management to legal management, furthermore, encourage unitsand civilians to play their roles actively in the army, through introducing system ofappointment, post management and socialized service. On the mechanism of personnelplacement, the ’battlefield’ has been connected with the ’market’(the army has beenconnected with the local authority), which has not only opened a path for army to fullyutilize the local human resource, but also offered favorable condition to local talents torender meritorious service and make a distinguished career in the construction of armymodernization.This paper briefs experience and inspiration of enforcing post management tocivilian staffs in military academy through analyses of both overseas and domestic postmanagement system as well as the history, condition, features, and current problems ofthe similar issue inside and outside the army, in terms of literature analysis, comparativeanalysis and case discussion. Meanwhile, taking T military academy for instance, it alsodiscusses the prime problems existing in the enforcement of post management tocivilian staffs in military academy, puts forward some suggestions on this issue, andpresents some favorable counter-measures for the problems that appear in this process. |
