Study On The Refugee Relief Of Suiyuan Provincial Relief Committee During The Comprehensive Anti Japanese War

Since modern times,disasters occurred frequently in Suiyuan area,especially after the outbreak of the all-out War of Resistance against Japanese aggression.In order to relieve a large number of disaster people in this period,as one of the branches of the Central Relief Committee,The Relief Committee of Suiyuan Province was established in February 1939 and abolished in 1945.Due to the transfer of the administrative center during the war,its subordinate organizations were mainly concentrated in the western part of Suiyuan Province（most of the present Bayannur city and part of Ordos city,including Wuyuan,Linhe,Yanjiang,Langshan,Anbei,Dongsheng,Shanba,etc.）.According to known information,these institutions mainly include: county relief committees,Refugee shelters in Wuyuan County,Wuzhen and Tongxingtang refugee repatriation stations in Wuyuan County,Taziwan Refugee repatriation stations in Linhe County,Shanba Refugee training Committee,Shanba Refugee shelter,Shanba Small capital loan Office,Shanba refugee factory and so on.The Relief Committee of Suiyuan Province and its subordinate agencies provide relief to refugees by means of transportation,allocation,reception and settlement of refugees,issuing relief funds and cold clothes to refugees,organizing training for refugees,introducing them to work,assisting them to participate in production,and lending funds to refugees.Compared with the Central Relief Committee,its relief activities have similarities and differences.During the whole Anti-Japanese War,it helped a large number of refugees.To some extent,its relief activities improved the living conditions of local refugees and stabilized the social order of Suiyuan Province.However,due to the limitation of various conditions,there are many deficiencies in the relief work of refugees.Its deficiency mainly shows in: relief procedure is too multifarious;Policy planning does not meet the actual conditions of Suiyuan Province;Unreasonable division of authority and staffing;Insufficient and uneven distribution of funds;Can not cooperate with social groups to mobilize the masses to save themselves and other aspects.
