The Research Of Refugee Relief During The Anti-Japanese War In Xiangxi Area

Refugee problem is an important social and political issues of China’s modern history,especially in times of war. Recently domestic and international experts and scholars have been carried out specific and further research for this problem, and a lot of positive results were got in the academic circle. As Xiangxi is both the homefront of Anti-Japanese War and gateway to southwest, millions of refugees fleeing to there during the war. Refugee relief work has been carried out for a long time and had certain characteristics. But so far, there is no research on this subject.This thesis will research the general situation of the refugees Relief work in Xiangxi, based on the existing historical data of xiangxi and surrounding areas of collecting, sorting and analysis. And in-depth analysis and thinking about the local government and social organizations relief work of the strategy, methods, measures, effects and the insufficiency, in order to provide reference for the social relief effort and poverty alleviation work in today’s society.This article is divided into four parts. The introduction part expound the origin, academic review and related concepts, research ideas and methods, defined related conception in total. The first part mainly discusses the general situation of refugees in Xiangxi during the Anti-Japanese War. By war damage, Wen Xi fires, and other reasons, influx of refugees from other provinces and in provinces interweave with xiangxi local refugees, formed a special group which is more provinces involved, wide source region, complex of members constitutes and expanded liquidity. The second part analysis the situation of refugee relief in Xiangxi during the Anti-Japanese War from relief agencies, relief ways, relief funds and so on. The Social studies, Social Services department, Relieve the branch and non-governmental organization as the main institution, by taking a variety ways, not only attached great importance to rescue and adoption, but also developed education and training to help refugees survive, has played a positive role in helping refugees survive, condensating of the Anti-Japanese War, supporting the front anti-japanese forces, promoting the wartime boom. The third part systemically evaluates the relief effort’s characteristic and result in Xiangxi. Relatively perfect relief system, diversification of the relief relief way, diversified main body and orderly organization leadership, contributed to the positive effect of xiangxi refugee relief work;At the same time, due to the limited use of social forces, in the process of relief funds inadequacy, loopholes in management, also led to the limitation of the relief work.Xiangxi relief work achievements and shortcomings, give three main aspects of historic enlightenment: first is to forming the government-led diversified relief subjects; Second is the combination of negative and positive relief methods; Third is to having impeccable mechanism system as guarantee.
