In the Ming Dynasty,on the basis of inheriting the Jin-Yuan system,Jing Li Si and jingli were widely set up in the Wei-suo to assist the military officers deal with the affairs of the Wei-suo.As a civilian agency with a wide range of functions and low ranks,Jing Li Si plays an important role in maintaining the daily operation of the Wei-suo.As an officer in the military system responsible for the transfer of government documents,Wei-jingli and jingli in the administrative system of the cities,states,and counties constituted two sets of administrative office systems in the basic-level territorial management institutions of the Ming Dynasty.In the Ming Dynasty,strict management was implemented for the selection,assessment and promotion of officers of the Jing Li Si to ensure the normal performance of the functions of the Wei-suo Jing Li Si and jingli.In the Ming Dynasty,officers of the Jing Li Si were mainly constituted by annual tribute student,and juren,the students of Imperial College,minor official were supplemented.The assessment of the Jing Li Si officers is conducted jointly by the chief officers of the respective government offices,as well as the Ministry of Personnel,the Du Cha Yuan and other supervisory agencies.The promotion of officers in the Wei-suo Jing Li Si is based on his performance during his tenure as well as the results of his personal talents and virtues.Due to the civilian attributes of the officers of the Wei-suo Jing Li Si,their promotion have spread to central and local agencies of the six ministries,the Du Cha Yuan,and the Bu Zheng Si,the cities,states,and counties,the An Cha Si.Among them,promotion to the cities,states,and counties officers is the most common.In the Ming Dynasty,due to the various malpractices of military officers in the management of the Wei-suo,the Jing Li Si and jingli at Wei-suo gradually assume the management rights of the Wei-suo’ population,fund and food,illegal matters,and criminal cases.With the continuous deepening of the "Min-Hua" of the Wei-suo in the middle and late periods of Ming Dynasty,the functions of the Jing Li Si and jingli at Wei-suo were gradually invaded by the administrative agencies mainly composed of the cities,states,and counties.
