Research On The Promotion Of Rural Cultural Revitalization By Grass-roots Government ——Taking District H As An Example

The 19th CPC National Congress proposed to implement the strategy of promoting rural revitalization,which is an epoch-making milestone in the process of building a well-off society and a modern socialist country in an all-round way.By analyzing the new changes of the main social contradictions,the 19th CPC National Congress puts forward the "Rural Revitalization Strategy" for the first time in order to realize agricultural and rural modernization as soon as possible.Rural cultural revitalization is one of the five revitalization strategies of Rural Revitalization and an important part of it.It can not only provide value orientation and spiritual guidance for the steady progress of Rural Revitalization Strategy,but also provide a stable internal driving force for rural social development.Rural culture not only reflects the production and life practice of rural residents,but also carries the strong nostalgia and rural love plot of rural residents.It is the spiritual support of rural residents.At present,there are some problems in rural culture,such as lack of consciousness,invasion of urban culture,lack of talents,lack of stamina and so on.The focus of rural cultural revitalization is to do a good job in talent,industry,ecology,culture and organization revitalization.Only based on the conscious reconstruction of rural culture,strengthening the construction of rural civilization,accelerating the development of cultural industry and accelerating the optimization of cultural services,can the revitalization of rural culture be truly inherited and promoted and the revitalization of rural culture be truly realized.Through the in-depth discussion on the problems existing in the implementation of the strategy of promoting rural cultural revitalization by the grass-roots government,this paper finds the problems that need to be paid attention to when the rural cultural revitalization plays a role at the grass-roots level,and discusses how to better play the role of the grass-roots government in the rural cultural revitalization.This paper includes five parts.The first part discusses the background and significance of the research content,reviews the research literature on government in rural culture at home and abroad in recent years,and clarifies and discusses the research ideas and methods of this paper.The second part discusses the connotation and objectives of rural culture,Rural Revitalization and rural cultural revitalization,as well as the functions of grass-roots government in rural cultural revitalization,and expounds the relevant theories.The third part discusses the selected cases.lt analyzes the selected overview of rural cultural development in District H,expounds the achievements and existing problems such as imperfect cultural facilities construction,insufficient talents,low utilization rate,supply dislocation,general social and economic benefits of cultural industry,low participation in rural civilization construction,and then analyzes the reasons for the problems faced by district H government in the process of rural cultural revitalization.The fourth part selects five typical cases of grass-roots governments in other regions to promote the revitalization of rural culture,and obtains some enlightenment.The fifth part puts forward the solutions from five aspects:broadening the channels of rural cultural investment and talent training,innovating the grass-roots rural cultural governance system,optimizing the supply capacity of rural culture,adhering to the value pursuit of rural cultural industry and fully stimulating farmers’cultural consciousness.By combing the relevant objectives and expectations of cultural revitalization,and combining with the problems faced by grass-roots governments in the process of policy implementation,this paper explores the role of grass-roots governments in the process of rural cultural revitalization policy implementation.Make full use of cultural power guarantee theory,public governance theory,rural governance theory and new public service theory for analysis and research.Through case analysis and combined with the Enlightenment of typical cases,summarize the practices and deficiencies of grass-roots governments in the practice of rural cultural revitalization,and strive to make some contributions to improving the theory and practice of rural cultural revitalization.
