| As the government of Jinghu North Road and one of the sub-governments in the early Northern Song Dynasty,Jiangling Fu can be seen in its geographical position and economic level according to the Jianghan Plain and the Yangtze River and the Han River. As the highest decision maker of the government, the chiefs of Jiangling Fu influences the development of the government to a great extent.During the Northern Song Dynasty, the daily affairs of the Jiangling Fu were run by twelve officials, among whom the chief was the highest executive. In the process of sorting out the chiefs of Jiangling Fu,it is found that a large number of chiefs are called Jingnan Fu,In fact,it was only during the period of Jianyan to Chunxi in the Southern Song Dynasty that Jiangling Mansion was once changed to Jingnan Mansion. It is argued that the reason for this phenomenon is that the highest chief executive of Jiangling Fu was also the top military officer of Jinghu North Road, that is the post of military and horse overseer or pacifying envoy, and the Jingnan Fu emphasized more on its military functions. In the existing research works, there are many problems with the records of Jiangling prefects, which need to be re-examined.First of all, there are cases where the chief’s name has a different name.Through comparative research, the article believes that the situation of a person with different names is mostly caused by incorrect surnames or incorrect names in the process of document recording. At the same time, there are also records of different names caused by missing characters. For example,Liu Yafu was recorded as Liu Ya when missing characters during the recording process.Secondly, there are differences in the records of the chief’s time in office.Through argumentation, the article believes that the difference in tenure is due to the supplement of new historical documents and the author’s incomplete analysis of the original historical documents.Zhang Bing’s tenure was in 1000,and Lu Jiawen’s tenure was from 1094 to1096.Third,there are differences in the list of chief, such as Cheng Lin,Li Shixian,Du Yan,Zeng Bu,Wang Jubai,Wang Anshi,Huang Qingguan, and Ouyang Ye have yet to be verified. After analyzing a large amount of historical data, the article has verified 17 suspicious Jiangling chief. It is believed that none of the eight officials recorded in the existing research works have served as Jiangling chief and should be deleted from the list of chiefs.Xing Shu,Liu Yan and Sun Jue have clear historical data confirming that they both served as governors of Jiangling. In the end,the article identified a total of102 chiefs in Jiangling in the Nine Dynasties of the Northern Song Dynasty.Based on the 102 chiefs selected above, the article analyzes and demonstrates the ways of entering the prefectural group, the place of origin, the length of service in the prefecture, and the appointment and dismissal of the prefectural group. It is believed that this group was affected by the ruling policies and customs in the early Northern Song Dynasty. Most of the northern ministers and former ministers trusted by the emperor. After the Zhenzong, officials from the imperial examination gradually became the main body of this group, and the overall quality and ability of the officials selected by the imperial examination were greatly improved compared with the past, and the professionalism and professionalism of the prefect group gradually increased.Among the prefects, their hometowns are mainly Jiangxi and Anhui Provinces, which reflects the relatively prosperous development of economy, culture, and education in the Southeast of the Northern Song Dynasty, and has cultivated a large number of talents for the Northern Song Dynasty scholar-official group. The principle of avoidance in the official system of the Northern Song Dynasty was also reflected in the process of this group. The only chief of Tang Yiwen who was born in Jiangling was due to his rich experience in ruling barbarians and the recommendation of the prime minister Wen Yanbo, while the other chiefs were all non-Jiangling natives. The situation of this group before and after taking office shows that the political turmoil and political struggle of the Northern Song Dynasty are also important factors affecting the official career. For example, during the Song Shenzong period, the transfer of the chiefs of Jiangling Fu were mostly affected by Wang Anshi’s Reform. The length of this group’s tenure is largely affected by its own abilities. The most important ability is to deal with ethnic minorities’ rebellions and ease the conflicts between barbarians. The local governance of the chiefs of Jiangling Fu is mainly reflected in the barbarian problem, the flood problem, and the bandit problem. In the middle and late Northern Song Dynasty, the ability to deal with barbarians was particularly important for the appointment and removal of officials.Jiangling Fu because of the concurrent military officer of this road,in addition to general functions to deal with government affairs, but also has a larger local military power,so that Jiangling Fu can be more convenient management crisis in case of Jing North Road bandit quite chaotic too frequent, greater harm.In terms of water control,Yan Wenxun and Zheng Xie were the two most prominent chiefs, and the Jingxiang Canal and the Shashi Dike played a great positive role in transportation, cultural exchange and people’s life.In terms of controlling theft, because Jiangling area is close to the Han River of the Yangtze River, the thieves derived from flood are in the majority.Through the research and analysis of the performance of chiefs,it is found that controlling theft and controlling chaos is a very important assessment index in the performance assessment of officials.Generally speaking, the group of chiefs in Jiangling Fu basically conforms to the characteristics of the new-type literati and officials in the Northern Song Dynasty, that is,they give priority to the common people and the country and care about the country and the people. This group also combines the unique characteristics of the special location of the Jiangling region, such as excellent military capabilities,to better deal with the barbarian-Han relations. |
