The Research On The Settlement Space Management In The Relic Area Of Han Chang-an City

The prominence of cultural heritage value in the new era and the construction of the national governance system makes the governance and development of heritage sites and settlements become an important guide for cracking the game between heritage protection and settlement development.As a typical representative of China’s great ruins,the settlement development and site protection of Chang ’an City Ruins in Han Dynasty are limited by the impact of urbanization and the control of policy mechanism,which leads to the continuous game confrontation between settlements in the ruins and site protection policies for their own basic needs.Different stakeholders make the dynamic relationship between man and land in the ruins prominent based on different interests demands.How to break the relationship between the two has become the focus of academic discussion.At present,the settlements in Chang ’an City Ruins of Han Dynasty are facing "unreasonable development",and the protection of the ruins is in a situation of "no protection".The main body of settlement governance in the ruins gives "alienation guidance" to the development of settlements,which leads to multiple complex problems such as the differentiation of settlements development,the fragmentation of settlements space,the deterioration of living environment space and the division of ruins space.The local government tries to find its development path by building and declaring "Han Chang ’an City National Cultural Park" for the settlement space development in Han Chang ’an City Ruins.However,before the construction,it is necessary to explore the settlement space and the site space.At the same time,the realistic needs of the villagers living in the site area and the urgent rescue of the site protection force the settlement space in the site area to be repaired.In view of this,based on the master’s research on settlement development in Chang ’an ruins area of Han Dynasty,the author takes settlement space development and governance mechanism of the ruins area as the research focus on the basis of participating in the National Social Science Fund project "Synergistic Research on Site Protection and People’s Livelihood Development in Chang ’an ruins area of Han Dynasty from the Perspective of Time and Space View".Under the guidance of man-land relationship theory,the author analyzes the dynamic network relationship between settlement space development and site space protection in the ruins area.Looking for the development mechanism of settlement space governance in the ruins area,constructing the unique governance mechanism and spatial governance mode of settlements in the ruins area,solving the current basic production and living needs of settlements in the ruins area,ensuring the protection practice of the ruins in the ruins area,and laying the foundation for the construction declaration of Chang ’an National Cultural Park in Han Dynasty.The main contents of this study are as follows:(1)Analyze the opportunities and challenges faced by the protection and utilization of Chang ’an City ruins in the new era and the development of settlements in the ruins,and sort out and summarize the research at home and abroad in recent years.(2)Based on the theory of man-land relationship,this paper studies the characteristics and problems of spatial development and governance development of settlements in the ruins area by means of historical information space translation,analyzes the evolution and development of the ruins and the process of protection and management of the ruins,and then determines the direction of spatial governance of settlements in the ruins area;(3)Based on the spatial translation of historical information,the current development and spatial problems of settlements in the ruins area are identified,and through the circle structure presented by the spatial development of settlements in the ruins area,the typical settlements are selected to deeply identify and judge the spatial problems of their settlements,so as to determine the spatial governance direction of settlements;(4)Aiming at the problem of settlement space governance in the ruins area,the settlement space governance mechanism is the driving force,the settlement governance supervision platform is the support,and the settlement governance planning and restoration is the governance practice path,so as to realize the preliminary exploration of the research on the development of settlement space governance in the ruins area.(5)Through exploring the problem governance of settlement space governance development in the ruins area,it is determined that there is a typical rural settlement social network circle structure in the spatial development of settlements in the ruins area,and the circle structure produced by the social network relationship of the main body of settlement governance in the ruins area affects the spatial development of settlements.The dimensional aspect shows that the spatial problems and identification paths of settlements in the ruins area in the same circle structure are consistent.In the aspect of spatial scale,the spatial governance of differentiated settlements has the characteristics of linkage governance in the circle structure.
