The characteristic town project has been through three years since the joint recommendation of the three ministries and commissions in 2016.As an important combination of new urbanization and rural revitalization in China,The economic evaluation of the characteristic town construction runs through the whole life of the characteristic town.And a scientific evaluation method of government policy effect is helpful to evaluate the stage effect of government’s new policy more accurately.Therefore,this paper chooses DID method for the more scientific evaluation panel data in the policy evaluation as the policy evaluation method.This paper takes the characteristic town of the tourism industry and the manufacturing industry of the coastal area as the policy action sample,and takes the town area of the characteristic town construction as the control group,establishes the index system of the characteristic town area economic evaluation.Using the statistical yearbook and the data index of the town economy in 2015 and 2017 in the statistical bulletin to model and analyze,establish the DID method,and use the PSM method to revise the data,then use STATA software to use the established DID model to carry on the regression analysis,and compare the results of the characteristic town of tourism industry and the characteristic town of manufacturing industry before and after the implementation of the characteristic town policy,so as to get the trend and the level of the development of the town economy before and after the implementation of the characteristic town policy.This paper makes a detailed comparative analysis of the existing financing model of the characteristic town construction,and puts forward the main advantages of the characteristic town construction under the Public-Private Partnership.Based on the swot analysis and risk-sharing analysis,the VFM analysis of the project is carried out,which compares the income and expenditure of the traditional characteristic town construction model with the income and expenditure of the characteristic town of the Public-Private Partnership construction.According to the set weight and basic index,the construction effect and construction mode of the project are qualitatively analyzed by using the expert scoring method.The PPP and PSC values of the project were quantitatively calculated and analyzed respectively.It was found that the PPP value of the l town of Ninghe district in Tianjin city was larger than the PSC value of the project,so the l town of Ninghe district in Tianjin city was more suitable for the construction of the special town project of Ninghe district.It is found that the characteristic towns in coastal areas are better than those in manufacturing,and the economic growth is more significant,which is mainly reflected in the growth of GDP.At the same time,the characteristic towns of different core industries all provide some help for the growth of human settlement income,and have a stronger performance in the corresponding economic data of each industry.Using the Public-Private Partnership to construct the characteristic town of the cultural tourism,it is found that the Public-Private Partnership is more beneficial to the development of the characteristic town,and using the Public-Private Partnership to construct the characteristic town is beneficial to the government to relieve the financial pressure and improve the utilization efficiency of the government funds.
