Study On The Trudeau Government’s Global Climate Governance Policies(2016-2020) From The Perspective Of Middle Power Theory

As an important participant in global climate governance,middle powers have their own interests,including shaping a good national image,enhancing international influence,and seeking development opportunities.There are many different ways for middle powers to participate in global climate governance,but they also encounter some dilemmas,such as obstacles of political systems,restrictions on economic development,and the influence of different public opinions.This article,based on the diplomatic theory of middle powers,taking Trudeau administration for example,reviews the climate governance policies of his first and second terms and analyzes their main interest demands and dilemmas.The Trudeau government has actively carried out international multilateral and bilateral cooperation on climate governance and provided humanitarian assistance to international climate organizations.But at the same time,the Trudeau government also faced the real dilemma,which is that international interests and national interests are difficult to balance,and the contradiction between energy economic development and climate policies implementation is difficult to coordinate.In addition,the Trudeau government has set ambitious emission reduction targets,but the effect of climate governance is not satisfactory according to evaluation.Furthermore,this dissertation predicts what climate policies will be carried out by the Trudeau administration under the pressure of international cooperation,domestic politics,economic issues and public opinion.The paper discovers that the Trudeau administration’s climate policies are the same as its diplomatic policies,with strong appeals but lack of flexibility,which are unstable factors,such as domestic politics,economic issues,and public opinion.The Trudeau administration,as the minority government in his second term,will confront greater challenges from climate governance.
