After the Sino-Japanese War,the national crisis was unprecedented and social contradictions were becoming increasingly acute.With the impact of Western learning on the traditional feudal political culture in the field of ideology and culture,the legitimacy of the Qing government’s rule is facing a serious crisis.In order to maintain its feudal rule,the Qing government gradually opened up the exploration of political modernization,and the official movement to stay in Japan rose in the context of such an era.With the deepening of the ruling crisis,political change has become an inevitable trend of social development,and it is also in line with the need of the Qing government to continue to maintain its own rule.After the Sino-Japanese War,there were many suggestions on the inside and outside of the ruling and opposition parties,pointing out that studying in Japan and developing education are the best choices.In 1901,the Qing government implemented a new policy.However,all aspects involved in the New Deal reform required a large number of new talents.Sending intellectuals to study in Japan became the most practical choice.At the same time,during this period,Japan’s long-term consideration of the strategy of aggression against China showed a high degree of enthusiasm for Chinese students to study in Japan.In addition,in 1905,the Qing government abolished the imperial examination system,terminating the path of scholars’ imperial examinations,and stimulating more intellectuals to study in Japan for development.The Qing government strongly encouraged the study abroad education,gradually established relevant study tour awards and management policies,and government actions promoted the development of the official movement to stay in Japan.With the expansion of the official residence to stay in Japan,the shortcomings of the initial stay in Japan have attracted the attention of the Qing government.In order to improve the quality of the official residence,the Qing government has improved the criteria for studying and studying in Japan,and has strengthened the control and management of students studying in Japan from the ideological and behavioral aspects.The fundamental purpose is to control the official residence to control the Japanese students.Within the scope.The direct purpose of the Qing government officials to stay in Japan is to cultivate the talents needed in all aspects,essentially to maintain the crumbling feudal rule.After the return of the official residence to Japan,it has had a complicated and important influence on the political,military,and educational aspects of the late Qing Dynasty.On the one hand,the students who stayed in Japan after the return of the government were enriched to key positions in various departments of the Qing government,replacing those who were stubborn.The taxi cadre became the promoter and executor of the Qing government’s exploration of the New Deal.On the other hand,some officials stayed in Japan to embark on the road of anti-Qing revolution and became the backbone of the anti-Qing revolution.The study abroad talents that the Qing government vigorously cultivated to continue its rule have become an important force to overthrow its own rule.This is what the Qing government did not expect,but it is also in line with the historical development trend.
