The conscription act was enacted by the confederacy during the American civil war in order to enlist more soldiers.The act broke with the tradition of voluntary military service in the United State.Instead,it enforced mandatory military service on all confederate men who met the requirements of the act.After its enactment,the bill was debated by representatives of different classes and positions of interest.Debate focused on whether the bill unconstitutional in violation of the rights of the state and individuals,allow to hire others to replace his military service and of exemption of some practice class contradictions caused by the problem how to solve and the late war to give free black slaves to their military service,instituted on the years of slavery and the defeat of risks of debate.The draft act relieved the southern conscription pressure at the beginning of the war,but with the deepening of the conflict,it accelerated the demise of the south.After the act took away a large number of white men,the development and normal operation of the southern family home changed.At the same time,the act created the compulsory military system in the history,which was an important breakthrough in American conscription history.
