The Study On The Small Third-front Construction In Nanping(1964-1978)

From the middle of the 1960s to the end of the 1970 s,under the consideration of preparing for war and adjusting the industrial layout,China carried out a large-scale economic construction campaign called Third-front Construction in the strategic rear areas such as inland mountainous areas.This campaign lasts for a long time and has a large capital investment,which is an important content in the history of China’s economic construction.Under the deployment of the CPC Central Committee,Fujian listed Nanping as a key area for the Third-front Construction in the province,based on its experience in preparing for war,the situation of natural resources,and the basic conditions of industry.The small third-front construction in Nanping experienced two periods of rapid development,the first from 1965 to 1967,characterized by the relocation of factories in Fujian Province to Nanping and Shanghai to support Nanping,and the second from 1969 to 1971,characterized by the "five small" industrial construction.In order to support the construction of the small third line,Fujian has moved a large number of cadres and workers from Shanghai and the coastal areas of the province to Nanping.By advocating the spirit of patriotism,awakening the feelings of workers and protecting their interests,Fujian Province has successfully completed the relocation of workers;Fujian Province has also started from the following four aspects: transferring the registered permanent residence of workers and ensuring food supply.The problem of the placement of workers has been solved.In the interaction between the factory and the countryside,the factory in Nanping supports the countryside materially and technologically,and builds infrastructure for the countryside.As feedback,Nanping is also giving third-front construction factories land and building materials and some other help.In the process of interaction between the two sides,there are contradictions in three aspects: land expropriation and use,environmental pollution and ideological conflict,but the two sides take corresponding measures to alleviate the conflict and maintain the overall harmonious situation.The layout of the third-front construction enterprises in Nanping area has three major characteristics,that is,the geographical distribution is concentrated in the west of Nanping;in terms of industrial types,more enterprises are provided for residents to use,while military enterprises are relatively few;in the choice of factory address,close to the mountains,the layout is scattered,close to the land and water transportation line.The reason for these phenomena is the status of Nanping area in the whole province,the need to make use of the local industrial base and the convenience of transportation.The construction of the small third-front in Nanping has promoted the economic development of Nanping area,improved the industrial layout of Fujian,and trained a number of outstanding talents for future generations.In addition,the third-front construction builders have also formed the spirit of third-front construction with patriotic dedication as the core.This enlightens us that in economic construction,we should aim at improving people’s livelihood,support and guide the flow of superior resources to backward areas,and extensively carry forward the spirit of third-front construction in the whole society.
