Study On The Promotion Of Public Cultural Service Ability Of Township Government In The Context Of Rural Revitalization

The strategy of Rural Revitalization is one of the highlights of the report of the 19 th National Congress of the CPC.It is the general program and central task of agricultural and rural work in the new era,and points out the direction for the future work of "agriculture,rural areas and farmers".The overall revitalization of rural areas lies not only in the development of rural industries,the improvement of income level and economic capacity,but also in the prosperity of rural cultural spirit.The modernization of agriculture,rural areas and farmers increasingly depends on the construction of culture and civilization.The promulgation of the law of the People’s Republic of China on the protection of public cultural services has promoted the standardization and equalization of basic public cultural services,and established a rural public cultural service network with the government as the leading role,the township as the support,the village as the focus,and the farmer as the object.As an important link between the preceding and the following in the national public cultural service system,the township government’s ability of public cultural service is generally inefficient,unbalanced and of low quality.How to solve the "last mile" of rural public cultural services has become an urgent problem for the township government.Under the new historical coordinate of rural revitalization,this paper first introduces the background and significance of the topic,research status at home and abroad,research methods and research content;secondly,it defines the concept of public cultural service capacity of township government,and explains the theoretical basis of the research content.Thirdly,it focuses on the status quo,achievements and problems of the public cultural service capacity of the township government represented by YH town in the context of Rural Revitalization.In addition,the paper also analyzes the causes of the problems in the public cultural service capacity of the government of YH town in Dongying City.Finally,it discusses the specific countermeasures to improve the public cultural service ability of township government in the context of Rural Revitalization.This is the foothold of this study,mainly from strengthening the financial guarantee of the supply of public cultural services,improving the management mechanism of cultural facilities,improving the trainingmechanism of cultural talents,establishing the concept of people-oriented public cultural services and other aspects to demonstrate the direction and choice of improving the public cultural service capacity of Township governments,strategies and methods to be adopted.
