A Report On The E-C Translation Of International Cybersecurity Priorities:Fostering Cybersecurity Innovation Globally

With the development of Internet technology,the world has entered the era of Big Data.The openness and sharing of the network can’t ensure the security of it.Series of intrusion behavior and criminal activities come one after another,therefore,the cybersecurity problem is increasingly serious and should not be neglected.Cybersecurity is a major strategic issue concerning national security and development as well as people’s work and life.In order to ensuring that technology products and global network are interoperable and secure,President Trump directed the National Telecommunications and Information Administration(NTIA)of Department of Commerce to develop a report on the international cybersecurity priorities of the Department named International Cybersecurity Priorities: Fostering Cybersecurity Innovation Globally in June 2017.This report articulates the Department’s approach towards cybersecurity policy and identifies the Department’s various priorities.This translation report chooses a technical text as the source text.It explores the translation of a technical text under the guidance of Skopos Theory.By analyzing typical cases,the translator discusses the translation techniques of technical text on lexical level,syntactical level and textual level.Based on the skopos rule,the coherence rule and the fidelity rule,the translator tries to make the translation be faithful and readable,so that the prospective translating effect can be achieved.It is hoped that the translation study of this text can provide some suggestions and references for China to effectively deal with cybersecurity issues and will do good to the translation of similar texts.
