Distributive justice has always been an important concept in the study of political science and ethics.Representative theories related to distributive justice include egalitarianism, sufficientism, difference principle, liberalism, prioritarianism and desertism.Feldman’s concept of justice belongs to desertism. He believes that justice is related to what people deserve and what they actually obtain. His theory of justice is different from the previous form of desertism, and it is unique.Feldman believes that the deserve bases is the political and economic deserved bases, that is,people ’s vulnerability and the overall goal of human prosperity.Things are based on the basic needs of society, which can be expressed as the theory of political economic deserts(PED),that is,for the country, perfect political and economic distribution justice refers to the national(government)can ensure that citizens of the country rely on political and economic bases to get the political and economic deserts.Feldman explained the theory of political economic deserts(PED)by answering "what is justice" and "why is justice",which is different from the deontological and axiological methods,it focuses on the pureness philosophical framework of distribution justice, rather than exploring the significance and intrinsic value of moral guidance outside the theoretical framework. The uniqueness of the PED theory also reflects Feldman ’s re-exposition of the five theoretical paradigms of egalitarianism, luck egalitarianism, sufficientism, the difference principle and extreme libertarianism.Show advantages of PED theory. In addition,Feldman responded to the Rawlsian critique commonly encountered by desertism, and excluded the principle of priority from the theory of distributive justice. This paper uses the method of text research to analyze and demonstrate the theory of political economic deserts(PED)put forward by Feldman in “distributive justice”,and summarize its theoretical rationality. The purpose of this study is to increase domestic scholars’ understanding of the theory of political economic deserts(PED),and to provide reference for China’s distributive justice practice. Therefore, the introduction of this paper mainly introduces the research dilemma faced by the concept of distributive justice, which leads to Rawls’ s criticism on the principle of desertism,as well as the discussion on whether the principle of desertism belongs to moral principle or just principle, which paves the way for the discussion of the theory of political and economic deserts(PED).The first chapter,as the premise of the theory of political economic deserts(PED),defines the scope of application of Feldman’s theory of distributive justice, determines that the theory of political economic deserts(PED)is related to the state(government),political and economic interests and responsibilities, and introduces Feldman’s theory of distributive justice. The second chapter,as the focus of this paper, combs the connotation, distribution subject, distribution beneficiary, distribution object and distribution principle of the theory of political economic deserts(PED),and summarizes the advantages of PED from Feldman’s horizontal comparison of different forms of desertism. In the third chapter, introducing the theory of distributive justice reconstructed by Feldman, and showing the rationality of PED by pointing out the problems of other theories of distributive justice.
