Research On Liaoning Province’s Implementation Of The National Special Funds Policy For Cultural Industry Development

Cultural industry policy plays a particularly important role in the process of the great development and prosperity of cultural industry because of its unique guiding,normative and guiding nature.It has been more than ten years since the special fund policy for the development of cultural industry was promulgated by the state.It has strongly supported the relevant cultural industry development projects of cultural publishing units at all levels of the state and province,and has played a positive role in promoting the development of cultural industry.A good study on the implementation of the special fund policy for the development of cultural industry will play an important supporting and reference role for Liaoning Province to promote the development of the main industry of books by cultural industry projects and the transformation and upgrading of the publishing industry in Liaoning Province.Based on the idealized policy,executing institution and environmental factors in Smith’s policy execution process model,and referring to the relevant literature of public policy execution,this paper expounds and analyses the implementation of the special fund policy for cultural industry development in Liaoning Province,analyses the problems and causes in the implementation of this policy,and puts forward solutions to the special fund policy for cultural industry development in Liaoning Province.The countermeasures and suggestions for policy implementation are as follows:enhancing awareness,strengthening the main responsibility of policy implementation,optimizing the environment for policy implementation,strengthening To improve the quality of relevant personnel,improving the quality of project operation,and promoting industrial transformation and development.To sum up,it will play an important reference role for Liaoning Province and even the whole country to do a good job in the implementation of the special fund policy for the development of cultural industry in Liaoning Province and further explore how to promote the transformation and upgrading of the publishing industry in Liaoning Province.
