In 2011,the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China put forward the "cultural proposition" as the topic of the Central Plenary Session,This fully shows the importance of cultural construction.At the meeting,a resolution was formed on deepening the reform of the cultural system and promoting the prosperity of socialist culture.Public cultural services have become an important part of China’s cultural construction,which not only plays an important role in promoting the development of socialist cultural undertakings,but also has a very important significance and value for enhancing the national cultural soft power,but also provides a rich cultural product With diverse cultural services,the people’s basic cultural rights and interests are guaranteed.In the process of developing public culture,it is necessary to effectively implement relevant public cultural policies.According to the feedback of the implementation effect of public cultural policies,it is necessary to further optimize public cultural service policies.Any deviations in the process of implementing the policy will make the policy objectives unachievable,which will lead to policy failure and may even have a very serious impact.Chongqing,as an important strategic fulcrum for the development of the western region,has a unique cultural heritage,and the development of public cultural services is also unique.Wuxi County is one of the districts and counties in Chongqing where economic development is relatively slow,and national and municipal poverty alleviation policies have strongly supported it.However,in the process of implementing the public cultural service policy,Wuxi County also faces many challenges and difficulties.How to protect the cultural life rights of the people of Wuxi County in the context of the new era is a key consideration for the implementation of public cultural service policies problem.The research object of this article is the implementation of the public cultural service policy of Wuxi County,using literature research methods,questionnaire survey methods,observation methods and interview methods,Smith’s policy execution process model analysis methods,collect and summarize research on the implementation of public cultural service policies by experts and scholars,design questionnaires and interview outlines,and carry out investigations,the data analysis shows the implementation of the public cultural service policy of Wuxi County in Chongqing,in order to find the problem and analyze the cause of the problem,aiming at the problem,put forward countermeasures to optimize the implementation of Wuxi County’s public cultural service policy,improve the ability of Wuxi County’s public cultural service policy to promote the development of Wuxi County’s public cultural service.There are seven parts in the research content of this article.The first part introduces the research background and significance of this article,writes the research status of academic research at home and abroad,introduces research ideas and methods,research content and innovations.The second part is the core concepts and theoretical basis,clarifying the connotation of core concepts such as public cultural services,public cultural service policies,and policy implementation,and introducing the contents of the new public cultural service theory,public product theory,and Smith policy implementation process model,it has a theoretical guiding role to the research of this article.The third part discusses the current status of the implementation of the public cultural service policy of Wuxi County in Chongqing City,and discusses it from three aspects: policy implementation content,policy implementation method,and policy implementation effect.The fourth part is to use questionnaire surveys and interview outlines to study the implementation of public cultural service policies in Wuxi County,Chongqing,four dimensions of the Smith’s policy implementation process model were used to construct the survey dimensions.The survey questions were revised to determine the survey questions,the questionnaire and interview outline were designed and the survey was conducted,and the statistical data after the questionnaire was recovered.The fifth part is to analyze the problems and reasons for the implementation of the public cultural service policy of Wuxi County in Chongqing,from the four aspects of the Smith policy implementation process model combined with the interview outline to analyze the current problems in the implementation of the public cultural service policy of Wuxi County in Chongqing,and analyze the cause of the problem for the problem.The sixth part puts forward the countermeasures for the implementation of the public cultural service policy of Wuxi County in Chongqing,and puts forward corresponding countermeasures according to the problems.Finally,the seventh partsummarizes the research of the full text,explains the shortcomings of this paper,and looks forward to the future research.
