| Since the initiative of the strategic objective--developing a strong socialist culture in China--in the Sixth Plenary Session of the 17 th Central Committee of the CPC,the Chinese culture has been on the rise.According to the Fourteenth Five-Year Plan,it is noted that China tends to develop into a strong socialist country in terms of culture by2035.In order to achieve the vision,the General Office of the State Council issued and published The New Fourteenth Five-Year Plan for the Protection of Cultural Relics and Scientific and Technological Innovation.In the new plan,it is proposed to establish a robust supporting system in line with the goal of promoting strong cultural heritage protection and management,enhancing scientific and technological innovation,as well as speeding the construction of a strong team of talent to support relevant research.As the frontier of cultural development,China’s cultural and museum industry ushers in a major development opportunity,but also shoulders the key responsibility for inheriting,protecting and utilizing rich cultural heritage resources in China.Therefore,it is urgently required to train a large number of high-quality,innovative and application-oriented talents in the cultural and museum field.As a major province enjoying rich cultural relics resources,Sichuan is selected as the research objective in this paper.On the basis of a collection of policies related to cultural and museum talents in Sichuan,a scientific textual analysis is conducted then.Related results are collected through questionnaire survey and in-depth interview,in addition to an empirical quantitative analysis by combining with Smith’s policy implementation process model.Firstly,these policies are divided into two categories,including the national level and the provincial level respectively.Moreover,they are summarized and analyzed by keyword clustering,thus countering the focus of these policies.Meanwhile,a holistic description of the specific policy implementation was made.Secondly,on the basis of the evaluation indexes of the policy implementation indicators,the effect on Sichuan cultural and museum talents is evaluated by relevant data obtained through questionnaires.However,it is concluded that the implementation effect is far from satisfactory,and the main problems lie in the defects of these policies,the low efficiency in implementation,the low motivation of the target group,as well as the weak construction of the policy environment.Additionally,these problems are resulted by four aspects,including a lack of top-level design of the policies,high-quality implementation talents,recognition of the target group,and sufficient financial support.On the ground of previous data and conclusions,the research proposes targeted optimization paths from the perspective of public management in the context of the specific situation in Sichuan Province.By adopting the four elements that affect public policy implementation as classification illustrations,the first path is proposed in optimizing the top-level design.It is imperative to strengthen the talent policy system,highlight the Sichuan characteristics of policy design,and enhance the feasibility of policy texts.Secondly,in terms of improving the capacity of the implementation performers,it is an urgent task to promote the comprehensive quality of the implementation staff,standardize the collaboration of policy implementation departments,and establish a robust talent information management platform.Thirdly,so as to update the understanding of target groups,it is crucial to leverage the guiding role of talent evaluation,stimulate the passion of target groups,and enhance their recognition of these policies.Fourthly,with regard to improving the policy implementation environment,increasing the financial support and creating a good social and cultural environment are both required. |
