This paper takes the American policy of Egypt toward the Carter government period as the research object,using literature research method to review the Egypt policy from Truman government to Ford,combing the Carter government to Egypt’s policy,analyzing the reasons of restricted the Carter government policies to Egypt,and the impact of the policies to Egypt.In the early days of the Carter government,the influence of the United States in the world was relatively low.In order to resist the influence of the Soviet Union and ensure the interests of the United States,Carter put forward the diplomatic strategy of human rights and confronted the Soviet Union in the field of ideology.Human rights diplomacy in the Middle East policy is to achieve a comprehensive peace,the United States wanted to adjust the relations of Israel and Egypt to enhance its power in the Middle East,and make sure Israel and Egypt were used by itself.The United States also through economic,military and geopolitical competition to take over the Middle East,deterred the influence of Soviet forces to the west and south.Egypt was an important link to realize this plan,and the Carter government adopted the policy of aid and cooperation to Egypt.The Geneva Conference was the first step to detente between the United States and Egypt,although it did not achieve the expected effect,but laid the foundation for the following Camp David Conference.The Carter government mediated between Egypt and Israel,supplemented by economic and military aid,facilitated the United States,Egypt and Israel three countries to sign “The Camp David Agreement”,Egypt and Israel to sign“Egypt,Israel Peace Treaty”.This made the relationship between the United States and Egypt to comprehensive development,also made the Egypt became the new pillar of the United States in the Middle East Area,the United States accomplished the goal to against the Soviet union.
