| Japan’s post-war reparations,closely related to the international Cold War situation,are effective for Japan to recover its post-war economy and return to the international community,which is also an essential part of Japan’s post-war international relations.Through post-war reparations,Japan successfully established diplomatic relations with various countries in Southeast Asia,thereby developing economic relations and fully achieving high-speed economic development.As a part of Japan’s reparation diplomacy,the Japan’s reparations for South Vietnam are based on Article 14 of the San Francisco Peace Treaty,which bears some similarities to Japan’s reparations for other Southeast Asian countries,and meanwhile has the uniqueness under the Vietnam War.This paper will make use of the archival historical data of Japan’s Ministry of Foreign Affairs on Japan’s reparations to South Vietnam to discuss the process of Japanese-Vietnamese reparations and its influence in the light of the Asia-Pacific strategic system of the United States during the Cold War and Japan’s reparations policy to various countries.With the changes of American strategy in Asia,Japan,in order to respond positively to the US policy,regarded South Vietnam as the object of reparations on the basis of ‘labor reparations’,and sped up the negotiation process of reparation with South Vietnam.After a tough and long period of negotiation,the two sides finally concluded reparations agreements and loan agreements,which greatly enhanced Japan’s international reputation,and also became an important factor in promoting Japan’s economic growth.It can be seen that a series of activities of Japanese to South Vietnam are all about Asia-Pacific strategic deduction and reform of the US.From the form and result of reparations,Japan was not punished after the World War Ⅱ in a strict sense,but evaded its post-war responsibility with the help of the United States,and took this as an opportunity to successfully realize economic expansion to South Vietnam. |
