| Heshun Town is known as "the first town in the extreme edge of China".For more than 600 years,Heshun has fully integrated with foreign South Asian culture and Western culture on the basis of maintaining the Han cultural tradition to form a unique regional culture.With the rise of the construction of characteristic towns,the continuous development of urban and rural integration has accelerated,and modern culture continues to impact Heshun characteristic towns.This impact of modernity is more brought about by the multi-cultural subjects outside the territory that carry different construction concepts.They transformed the original single participation space into a diversified participation field,which gradually complicated the participation.There are five main bodies participating in the construction of Heshun’s distinctive culture: the government,Heshun Bailian Company,local residents,cultural elites,and tourists.Due to the difference in their participation capital,they have different paths of participation: First,Heshun Township and Tengchong Municipal Government have political capital.They mainly intervene in the construction of Heshun’s distinctive culture through policies and planning;secondly,Bailian Company,They own economic capital and construct Heshun’s distinctive culture through capital investment and marketization.Thirdly,they are the local residents and cultural elites of Heshun.They are the owners and creators of Heshun’s distinctive culture.The government and Bailian Company provide suggestions and opinions on the construction of characteristic culture and participate in the construction of Heshun’s characteristic culture;finally,they are foreign tourists,and they influence the construction of Heshun’s characteristic culture through the interaction of tourism experience.Although the main bodies participating in the construction of Heshun’s distinctive culture differ greatly in their participation methods and capital,their motives for participating in the construction of the Heshun’s characteristic culture are only economic rationality and cultural consciousness.Are reflected.In summary,the multi-party differences in participation have resulted in many consensuses in the construction of Heshun’s distinctive cultural construction,and many problems have also emerged.The main problem is that the unreasonable positioning of the main role makes the government and enterprises become the main players in the construction of characteristic culture,and they have theright to speak and the distribution of economic benefits in the construction of characteristic culture.Can only face the situation of being gradually marginalized,which is not conducive to the construction of Heshun’s distinctive culture.Facing various problems in the construction of Heshun characteristic culture,the author decided to analyze the theory of participatory development after a long-term field investigation of Heshun characteristic town,and put forward some rational suggestions to achieve the sustainable development of Heshun characteristic culture construction.First,Heshun characteristic towns should reconstruct a multi-participation system,change the original administrative-style top-down participation framework led by the government and Bailian Company,and establish bottom-up participation with local residents as the main body mechanism.Secondly,by building a bottom-up participation system,the empowerment of the people in the construction of distinctive culture is realized,the channels for participation in decision-making are opened,and the residents are truly involved in the construction of the characteristic culture of Heshun,avoiding being marginalized.It should be emphasized that the construction of distinctive culture is a process of overall social practice.Ensuring that the overall cultural and economic benefits of society can be covered by each subject should be the most fundamental starting point for Heshun’s participatory development.Each subject should adhere to this principle and avoid Subject game in interest claims.Finally,the author believes that the ultimate goal of Heshun’s participatory development is to gradually enhance the local people’s cultural construction ability through the participation of various subjects,so as to achieve independent and sustainable development of Heshun’s characteristic cultural construction. |
