Study On Problems And Countermeasures Of Square Dance Governance

This article takes the governance theory as the research perspective,and takes the governance practice of the square dance of Lianhua Street in Shenzhen as an example.It adopts literature research methods,interview methods and field observation methods.The square dance activities in 4 communities conducted field visits and surveys to understand the current status and governance issues of square dance activities.Starting from the roles and functions of each governance subject in the lotus street square dance governance system,comb the current measures and corresponding effects of lotus street square dance governance,study the problems of lotus street in the square dance governance work,and analyze each governance In-depth analysis of the synergy between the subjects,to find the crux of the problem,based on which to explore the square dance governance path.With regard to the governance of the square dance,Shenzhen has now established a governance mechanism that integrates multiple subjects: the functional departments Ecology and Environment Bureau,Civil Affairs Bureau,Culture and Sports Bureau,Public Security Bureau,Urban Management Bureau,and Education Bureau are responsible for providing policy guidance;Government agencies,street offices,and communities are responsible for the specific implementation of policies;senior citizens ’associations,social sports instructors’ associations,and other social organizations,linking the public sector with owners ’committees,square dance teams,and other social organizations.Shenzhen functional departments,grassroots government agencies,and social organizations have all played a role in the management of square dance,effectively improving the effectiveness of square dance governance.However,from the perspective of the role status and coordination relationship of governance subjects,this governance system still has deficiencies.Taking Lotus Street as an example,there are various horizontal and vertical coordination deficiencies among governance subjects,including the lack of previous law enforcement units There are four aspects: horizontal coordination,poor vertical coordination within the public sector,inadequate community management of the square dance,andinadequate cooperation between social organizations.Based on the problems existing in the governance practice of Lianhua Street,combined with the governance theory,focusing on the governance mechanism of Shenzhen square dance,the common reasons behind the problem are analyzed,including the following aspects:lack of legislation,unequal roles of governance subjects,and insufficient linkage mechanism between governance subjects Or missing,the feedback mechanism of governance effect is missing.Finally,based on governance theory,focusing on the three aspects of diversification of governance subjects,the equal status of each governance subject,and full coordination between governance subjects,a specific path to improve the governance mechanism of Shenzhen square dance was proposed,including the introduction of special management rules for square dance The establishment of a multi-department linkage group to strengthen law enforcement,accelerate the cultivation of social organizations,and strengthen the role of the public in these aspects,to form a multi-subject joint participation in the square dance governance cooperation and integration pattern.
