The administrative system of the Tumote area from the 16 th to the 18 th centuries went through three stages:the Mongolian Tumote Ministry,Mongolian Banner system,the Suiyuan Garrison General system with the Dao-Ting system.At the beginning of the 16 th century,Mongolia’s Dayan qayan unified eastern Mongolia and established the Tumen system.Altan qayan promoted the prosperity of the Tumote Ministry,population movement,and trade by means of centralization.However,after the death of Altan,Tumote soon declined due to fighting.The centralization and decentralization of power,as one of the important factors,affected the institutional changes of the Tumote Ministry at this stage,which was also the result of the "path dependence" of the traditional nomadic regime.After Hou Jin ruled Monan Mongolia,generally implemented the Mongolian League banner system.Tumote belonged to the treatment of the foreign patriarch Jasagh and participated in the alliance,but did not set up the Jasagh system.The Ministry of Turmet and its naturalized city played an important role in the Qing-Dzungaria war.The loosening of the ban policy and the development of trade with the army promoted ethnic exchanges.Based on the overall consideration of northern defense,the Qing dynasty continued to weaken the authority of the naturalized city Tumut,until both wings were eliminated,becoming the internal flag.The Qing court ’s application and weakening of the power of the naturalized city Tumote is one of the important factors in the change process of the alliance flag system,and the exceptions of the unified flag system have been applied to the Tumote and Chahar departments.In line with the "break" and "balance" theory of interpretation mode.In the middle of the Qing Dynasty,the Qing set up garrison general in Mongolia from "top to bottom" to re-establish power relations.At the same time,the “bottom to up”forces of institutional change resulting from population movements and ethnic integration forced the Qing court to set up Dao-Ting system here.The reconstruction and replenishment of these two Qing courts’ powers in the region is also the result of the "gradual transformation" of institutional changes.The establishment of the Daoting system accord with the "break" and "balance" theory of interpretation mode,also is an inevitable trend for the multi-ethnic exchange and integration of the Chinese nation for thousands of years.
