Research On The Fragmentation And Holistic Governance Of Rural Culture Promotion

The strategy of revitalizing rural culture is a new requirement of the party for the construction of rural culture in the new period.However,in practice,it often encounters the dilemma of fragmentation.The search for a way to resolve the fragmentation of rural culture revitalization has become the cause of this study.Wu Ming is known as the "Zhuang Township of China",with prominent cultural characteristics,a long history of cultural construction,and fruitful results.It is a typical case for the study of the revitalization of rural cultural.Holistic governance is the cutting-edge theory in current public management,which deals with fragmentation issues,so this article chooses it as an analysis tool.Before the research began,this article first explained the relevant concepts in detail;secondly,it investigated the status quo of the organization,working mechanism,and results of the revitalization of Wuming’s rural culture,and found five types of concepts,subjects,mechanisms,systems,and information technology.The typical fragmentation dilemma;followed by an analysis of the causes of fragmentation from the three dimensions of politics,economy,and society;finally,from small to large,to heighten,according to thetheory of holistic governance,the national rural cultural rejuvenation fragmentation is proposed.Targeted governance measures.These measures refer to: the construction of a holistic concept of rural culture rejuvenation requires adherence to the concepts of cultural protection,cultural symbiosis,and cultural sharing;the construction of a pluralistic co-governance network for the promotion of rural culture requires adherence to the principles of party-government dominance,peasant participation,and social coordination;Establishing a comprehensive governance mechanism for the promotion of rural culture requires the establishment of a coherent and stable policy mechanism,an "integration" and "coordination" organizational mechanism,and a one-stop public cultural service mechanism;the establishment and improvement of a comprehensive rural culture promotion system requires the strengthening of the fiscal system Construction of the responsibility system and related supporting laws and regulations;to promote the digital revolution in rural cultural revitalization,it is necessary to realize the digitalization of platforms,systems,cultural protection and dissemination methods.This article provides a certain reference for the overall governance path of rural cultural revitalization through case studies.
