This thesis is based on the translator’s translation and reflection of the “Information and Communication Technology in Education and Training Policy of Seychelles.” It consists of three parts: the first part is the overall application and framework of ICT in national development and education;the second part introduces the visions,goals,scopes and leadership principles of this application regulation;the third part introduces the expected goals of the application regulations.The translator uses skopos theory as the main guidance of translation and analyzes the source text from the perspective of skopos theory.Skopos theory is divided into three principles,namely purpose principle,coherence principle and fidelity principle.The translator also uses these three principles as a measure of translation quality.In translation process,the translator tries to deal with problems at the lexical level,syntactic level and textual level by using different translation strategies,such as simplification,addition,combination,and strives for accurate and smooth translation.Some classic translation cases are selected as the content of the case analysis.The translator combines the translation principles,translation strategies and some thinking in the analysis.Through these cases,the translator is also aware of the complexity of translation: the translator needs to take into account the characteristics of the text and cultural differences,etc.On the basis of respect for the original text,the translator should make the translation much readable to the greatest extent.
