This study aimed at evaluating the effectiveness of English language curriculum of the public lower secondary schools namely grades 7th,8th,9th and to identify the strengths and weakness of the existing syllabus.A case study method was applied by using semi-structured interview in this study.The evaluation model applied to this study is provided by Kirkpatrick(1998),which is a 4-level evaluation program,including Reaction,Learning,Behavior and Results.The research question of this study is evaluated through these 4 levels.The data were collected from three parties of participants.They are students,teachers and principals from two case schools located at Phnom Penh,Cambodia,with interview and class observation in the fieldwork.Results of the study revealed that the English curriculum of the lower secondary school in Cambodia did not yet meet the target goals prescribed by the curriculum,the main deficits are found as the students were not able to use the four language skills namely Speaking,Listening,Writing and Reading,due to the reason of the time allocation of English subject does not match the requirements of the national curriculum policy,the lack of teaching materials and the problems of class environment etc.This thesis thus suggests the government and the main stake holders need to consider to update curriculum and keep solving these issues brought up by this research.
