| With the deepening of the reform of the medical and health system,the policy of medical reform has pointed out the direction for the development of public hospitals,The key of hospital performance system reform is to construct a performance evaluation system that reflects the value of medical staff reasonably.Nursing team is one of the carriers for realization of hospital strategic target,Nursing performance management is an important research content of hospital system reform and nursing quality.Based on the value orientation of public hospitals,constructing a performance evaluation system that reflects the value of nursing staff reasonably,evaluating nursing performance scientifically,objectively and comprehensively,which is of great significance to improve nursing quality and promote the reform of hospital performancesystem.However,in the process of nursing performance management practice,There are many problems in nursing performance management in China,such as lacking of correct understanding of nursing performance management,the incomplete design of the index evaluation system,lacking of empirical research on reliability and validity of indicators and so on.In addition,There are other problems like unscientific assessment methods,the low efficiency of assessment because of the limited informatization level of performance evaluation,the unsatisfactory results of the performance assessment so forth.Due to the constraints of economic level and regional conditions in western China,the nursing performance reform can not be implemented.Drawing on the theories of the nursing performance management,This thesis take the nursing team of L Hospital as the research object,Analyzing the present situation and the existing problems of the performance evaluation system of L Hospital by interview,The paper,Taking the theory of the public performance evaluation as theoretical frame,Using the balanced scorecard method and the key assessment index method two methods,Selecting the key performance indicators from four areas: financial,customer,internal processes,learning and growth And taking the theory of the team performance as theoretical reference,to construct a performance evaluation system of nursing team by using Delphi method,AHP method.The study researches into the issue of performance evaluation from the angle of public sector,Including Value System,Target System,Index System,Organization Systemand Policy environment and performance culture System,which is a breakthrough compared with the traditional educational approach.These results could serve as a useful reference for the research on other public hospitals in Gansu Province. |
